Nowadays, the urbanization has grown very fast in many big cities, local climate change has become an important factor for sustainable economic and social development of the city. The study of urban outdoor environment in the summer has been tremendous progress, but for the city’s winter in the cold areas, this area is still relatively empty, but these area’s cold temperate monsoon climate characteristics for the analysis and evaluation of cold area geothermal wet environment is extremely important. The same local thermal and humidity environment may have a different meaning in the city of cold and other area, suitability strategy will be surely changed. Therefore, in-depth study of the cold area city climate and outdoor thermal comfort, for improving the city’s ecological environment, improving the quality of life, maintaining the sustainable development of the city has important significance, but also can provide effective theoretical support and reasonable utilization of ecological function in severe cold area of city planning.Firstly, this paper introduced domestic and foreign research results related to the ice surface and outdoor comfort evaluation, found that there are some studies about the snow underlying surface, but do not have a systematic and authoritative model to study ice and heat exchange between the soil and the atmosphere. And the study of outdoor thermal comfort research has been carried out is little, for the discussion of human comfort in cold weather and physical adaptability even less. Secondly, this paper describes a series of experiments about snow underlying surface undertaken to verify the role of this underlying surface in the outdoor environment, on the basis of previous studies, based on energy balance, simplify the development of a model to simulate snow-frozen soil union’s heat exchange, use C language to develop the program of this model, the model simulation results and experimental results were compared to find out the models established is authentic. Thirdly, this paper conducted a survey to study the outdoor thermal in cold winter, based on a sufficient number of samples, develop a thermal comfort criterion to evaluate the Harbin outdoor thermal comfort. In the end, this paper introduce how to combine these two models developed and the urben district climate simulation software developed by our research group together, use the actual planning of a district of Yichun city as the background, change the related parameters, analysis the change of results it brings, and propose suggestions for city planning in cold area.The results show that, in the process of city planning in cold area, in order to create a better winter outdoor environment, a low building volume rate is negative. To maintain a certain volume rate can make the outdoor environment the most comfortable, but with the volume continues increase, it will adversely affect the outdoor environment. But how much volume rate can make the outdoor environment to achieve optimal, this problem need concrete analysis according to the condition of its planning area. Building height has a little influence on the outdoor wind speed, but because of the shielding effect of the solar radiation, the impact is negative, so the planning should strictly control the height of buildings in the city planning process.
