Because of the parking demand has obvious tidal phenomenon in the service area, theresource supplies of parking are tight in the peak period. Part of vehicle stopping for longtime is the main reason causing the shortage of resources. So, the thesis studied the problemof parking fees from the perspective of parking demand management.The method of urban parking management based on the parking charge is the mostcommon way. But expressway service area parking is free public facilities, to take all thecharge is not reality. Therefore, the research of this thesis is: limiting the parking time duringpeak periods, collecting parking fees to overtime vehicles. The purpose of parking charges isto control the demand of parking, and make the parking time under the limit time, which canthe goal of parking demands controlled and coordinate the balance of supply and demand.As the research object for H expressway service area, the thesis analyzes the parkingservice ability and influencing factors through the research and surveys the parking demandcharacteristics of drivers with questionnaire survey. According to the actual situation of Hservice area, using Arena simulation software for modeling and simulation, and analyzing theresults to find the problem. Then using the method of parking charge to improve the model.Finally using the OptQuest to find the best parking time and the rate.The thesis propose the method of limiting parking time with parking fee, and usingArena software to simulate, which provides a scientific and rational ideas and methods forrelevant follow-up study in the field.
