| The Chinese government puts forward that the carbon emissions per yuan in2020will be40-45%lower than that in2005. According to this target, the Ministry ofHousing and Urban-rural Development, in " twelfth five-year" building energy savingspecial planning "(draft), puts forward that building energy conservation will reach116million tons of standard coal during the twelfth five-year. Provinces, autonomousregions and municipalities should make their own plans which show the target andaction plan. However, target should be set on basis of accurate data about buildingenergy consumption. Although “the Statistics Institution of Civil Building EnergyConsumption Information†has taken effect, there is still no reliable data aboutbuilding energy consumption, as the inadequate capacity building.In this context, this thesis researches on method of building energy consumptioncalculation in the provincial level, so that it can provide a scientific and reliable tool toset goals on building energy saving targets for provinces. Started from the basic conceptof building energy consumption and China’s energy statistics system, this researchadopts qualitative and quantitative analysis method to analyze the Chinese EnergyBalance, on basis of which, put forward a reliable China’s macro building energyconsumption calculation method.At the very beginning, this paper summarized existing building energyconsumption statistics or calculation methods, and classified these methods into twocategories--macro calculation and micro statistical. By analyzing thesemacrocalculation methods, key points in dispute have been figured out: basic concept ofbuilding energy consumption, statistics boundary, all energy concepts and conversionmethods. After that, on basis of analysis of China’s energy statistics system, the basis ofmacro building energy consumption calculation, this research studied on the datasources of energy balance and differences from international standards. Then, macrobuilding energy consumption calculation formula was put forward, includes basic termsand correction terms. The correction factor was counted by fitting calculation withexisting data. Total Building Energy Consumption=(Life Energy Consumption–Gasoline-95%Diesel Oil)+(Retail and Catering Energy Consumption+Other EnergyConsumption-95%Gasoline-35%Diesel Oil)+5%Industrial Energy Consumption+2.5Thermal Energy of (Life Energy Consumption+Retail and Catering Energy Consumption+Others). Finally, this formula was applied to provinces to discover theadvantages and disadvantages of this method. |
