Research On The Effects Of Environmental Regulation On Economic Growth In Guangdong Province

After China’s reform and opening up, economic development of Guangdong Province maintained the momentum of sustained, rapid and healthy development. Total economic output of Guangdong Province has increased. But for a long time, Guangdong Province putting too much emphasis on the speed of economic development, eager to expand the scale of economic growth, economic development are generally to consume a lot of environmental resources, causing a lot of environmental pollution. In the 21 st century the seriousness of environmental problems have restricted the further development of China’s economy, the Guangdong provincial government is also aware of the significance of protecting the environment, adjusting the industrial structure and building a green, low-carbon model of economic development as the main direction, which allows Government environmental regulation was put on the important agenda.In this context, based on market failure, externalities, environmental Kuznets curve theory, the paper analyzes the current situation in Guangdong Province Environmental Regulation Status and economic growth in direct and indirect ways. Using the logarithm model in econometrics, with the aid of statistics of social wastewater emissions and industrial wastewater emissions of Guangdong Province, discharge of industrial solid waste and emissions of Guangdong, the per capita GDP of Guangdong province, the patent examination and approval by counting in Guangdong province, fixed asset investment in Guangdong, and Guangdong on-the-job worker number, the paper do empirical analysis. And then draw the conclusion: the relation between environmental regulation and economic growth of Guangdong province is of "U" type, and the strengthening of environmental regulation of Guangdong province at the present stage can promote the development of economy. And make recommendations: 1.Adjust the industrial structure, change government management philosophy; 2.Improve environmental regulation laws and regulations to ensure sustained economic development; 3.Optimize environmental regulation tools to enhance the use of market-based environmental regulation tools;4.Make improvement in law enforcement and supervision mechanisms to promote the effective implementation of laws and regulations;5.Enhance participation in environmental protection awareness,strengthen environmental information and disseminate knowledge.
