The base of security production about the small and micro electroplating enterprise is weak, and the enterprises will use a large number of acid, alkali, highly toxic chemicals, oxidizing agents and other dangerous chemicals in the daily production,which will cause serious safety accidents. On one hand, the development model of industrial concentration area solved the problems about the present shortage of talent,capital and technology and pollution control in the small and micro electroplating enterprises. On the other hand, it led the agglomeration of the accident risk of electroplating industrial park, which makes the problem of safety production in the park more and more serious. Therefore, to do qualitative and quantitative research on the safety management in small and micro electroplating enterprise park based on WSR methodology, is helpful to enhance the safety management level of enterprises, ensure the life safety of employees in enterprises and social stability.To use the theory of CATWOE in SSM soft system methodology analyse the safety management system of the small and micro electroplating enterprise park. It is concluded that the system has the feature of multi-level, multi-angle, multi-dimension, openness and complexity. According to the present situation of safety management about the park,based on the theory of system engineering and guided by WSR methodology, WSR model of security management system is established in small and micro electroplating enterprise park. Wuli factors include all kinds of resources which can be used for safety management of electroplating park. Shili factors include ways and methods used in safety management of electroplating park. Renli factors include the relevant part about people of safety management system of electroplating park in WSR model.Based on the WSR model, index in the three dimensions of Wuli, Shili and Renli are qualitatively analyzed. More specifically, the content of analysis includes the specific meaning, the general requirements of safety management and the reality of the situation about the electroplating enterprise park of each index. It used as the reference standard of enterprise’s safety management. Based on Analytic Hierarchy Process(AHP) and triangle whitening weight function method, safety management system in electroplating park isqualitatively analyzed with the method of WSR theory. Ulteriorly, weak points of safety management in electroplating industrial park are found out though the way of questionnaire survey. The process of quantitative analysis is divided into four stages:Define index system for quantitative analysis, define quantitative analysis method,operate and analyze the data of questionnaire and put forward countermeasures and suggestions.Given an example of Zhenjiang environmental protection electroplating professional area, WSR theory is used to qualitatively analyze the safety management system. The results of analysis show that there is a lot of problem in security investment funds,technical measures, working environment, security system, human resources, community of interests, safety awareness, safety behavior, safety culture of safety management of the electroplating professional area. In conclusion, It can be considered that the method can point out the key points and improve the level and efficiency of safety management. |
