Study On Effective Application Of Safety Observation & Communication Management Tool In Petroleum Enterprise

Safety observation & communication is a behavioral safety management tool which is widely used by domestic and foreign enterprises. The effective implementation of them can help companies strengthen existing safety behavior, reduce and eliminate unsafe behavior in the enterprise. This management tool achieved good results in the application implementation of foreign enterprise, helping enterprises to obtain a good safety performance. However, the practical applications in the domestic oil companies did not achieve the desired results after the introduction of this management tool.For this case, application of safety observation & communication in China National Petroleum Corporation is regarded as the research object. First, the safety theory related to safety observation and communication is identified through literature method and qualitative analysis method, including the theory of behavioral safety, accident causation theory, safety culture, incentive theory and need theory; Secondly, combining the practical application of safety observation & communication in the oil companies, issues about safety management is raised at all levels,such as lack of safety awareness and lack of safety knowledge and training; Physical factors and psychological factors are presented in terms of security behavior; The full-time HSE managers carry out Safety observation & communication passively is proposed in terms of safety culture. Based on the above theory and qualitative analysis, improvement measures are put forward to solve their problems. Countermeasures in safety management include: improve safety awareness leadership, strengthen effectiveness of safety training and of education of line managers; Rigorous training evaluation management, improved training methods and targeted training are put forward in the aspect of safety training. Measures about the behavioral safety include: the establishment of unsafe behavior incidents archives; Measures about results statistics and application include: using the common methods to carry on the results statistics for leadership decision-making; Measures about the safety culture include: security commitments, full participation, etc; Measures put forward in incentive aspect include: internal motivation, external motivation. In this paper, improvement measures is put forward based on the qualitative analysis about application of safety observation & communication in China National Petroleum Corporation, which provides a reference and guidance to effective application of safety observation and communication in the oil companies.
