Study On Laws Of Ecological System Protection Of Wetlands Of Qinghai Lake

Wetland is one of the most significant ecosystems(oceans, forests, wetlands) on our earth. It has three important functions, including ecological function, economic function and social function. With the development of society and economy, the utilization of the wetland environment and resources has become increasingly frequent. These areas are facing numerous human disturbance, and the natural ecosystems is facing a big threat due to the blind development, such as the reduction of wild flora and fauna, the weakening of ecological functions and the degradation of wetland areas. There are a large number of wetland resources in China. It has 577 nature reserves and 468 Wetland Parks. Especially Qinghai province, it has the area of 8,143,600 hectares(2014) wetland which ranked in the first of China. It accounts for 15.19% of the total wetlands. As an international wetland, wetland of Qinghai Lake plays an important role in maintaining regional ecological balance and biological diversity with its unique highland wetland ecosystem characteristics.This article adopts theoretical reasoning and case analysis as research methodologies. The research mainly adopted methods combing literature consulting, social interview, questionnaire and on-the-spot investigation. Solutions for diagramming to show the current situation of the environment of Qinghai Lake are analyzed and the policies are put forward. It shows that peculiar natural resources and propagation resources are favorable base of exploitation.To understand and grasp the overall situation of ecological environment of Qinghai Lake wetland and wildlife resources, including the lake acreage, stream betrunking, grassland degradation and desertification, regional population distribution. The survival situation of the procapra przewalskii and the naked carp(Huang fish) are serious enough to an investigation. The relationship between environment and resources mainly is "water-fish-bird". It pointed out that the mode of grassland utilization and management is affected by the local inhabitants and tourists. In addition, the impact of the religious activities of Tibetan Buddhist believers on the environment of Qinghai Lake.It is also discussed that those include Lake festival activities, the use of prayer flags and religious release ceremony.It points out the characteristics of ecological system and the importance of wetland ecosystem in Qinghai Lake, and analyzes the problems of environmental protection and management. By discussing the legislation protection and management system of the national wetland resources and the legislation protection of the wetland resources in our country; Draw lessons from foreign advanced experience, put forward relevant opinions and suggestions on the basis of existing wetland protection legislation in our country, analyze and put forward the legal countermeasures that should be taken to cope with the current situation of Qinghai Lake wetland and the threats. On the basis of this, it discusses the legislative content of the local wetland protection in Qinghai Province, regulations of wetland protection in Qinghai Province promulgated on September 1, 2013 marked that the whole of Qinghai Province wetland resources protection and management broken into the perfect stage which is base on the law.Especially the improved suggestions of the regulations of wetland protection in Qinghai Province and the additional comments of the regulations of wetland protection in Qinghai Lake,which made the local wetland construction more standardized.
