Daxing District, as a key development area in the south of Beijing, will usher in a golden age in its economic development thanks to the progress in the integrated development of Beijing, Tianjin and Beijing and the construction of the new airport. At the same time, such serious resource and environmental constraints as the acceleration of urbanization, continuous expansion of construction land, lack of land and water resources, severe external energy dependence have become increasingly prominent, which requests better prevention and control of environmental pollution in Daxing District and further underlines the urgency and importance of energy conservation and emission reduction. In the first two years of the 12 th Five-Year Plan, Daxing District cumulatively completed 15.32% of the goal for the reduction of energy consumption per 10,000 RMB GDP, failing to achieve the goal of completing 40% of the scheduled annual cumulative goal within two years, which made Daxing District the only county in the city that failed to achieve its energy-saving goals. Especially in 2012, the year-on-year energy consumption per 10,000 RMB GDP in Daxing District rose by 2.38% rather than fell, so Daxing District is facing an extremely severe situation in terms of energy saving in the 12 th Five-Year Plan. While vigorously promoting emission reduction in the transformation of central heating plants and the construction of sewage treatment plants, energy conservation and emission reduction in the industrial areas should also be improved and the potential of emission reduction should be maximized in order to ensure the accomplishment of the energy-saving and emission-reduction targets of the 12 th Five-Year Plan in Daxing District as well as to lay the foundation for the project in the 13 th Five-Year Plan.Based on the data from the first survey of pollution sources in Daxing District, this paper intends to make suggestions for energy saving and emission reduction in Daxing District by focusing on the current status of pollution discharge in the major industrial pollution sources and making summary and analysis of its features. The first chapter is the introduction which briefly describes the background, purposes and significance of the research. It briefly introduces the current status of energy saving and emission reduction in the United States, Germany, Japan and other countries as well as in China. It also states the research ideas and methods of the paper. The second chapter introduces the relevant concepts and theories of energy conservation and emission reduction. The third chapter elaborates the current status of energy saving and emission reduction in industrial areas in Daxing District and its features. The fourth chapter focuses on the problems and constraints of energy conservation and emission reduction in industrial areas in Daxing District. The fifth chapter puts forward reasonable proposals for energy saving and emission reduction in industrial areas in Daxing District in the future on the basis of foregoing analysis. The sixth chapter states the conclusions.
