It is the premised to achieve scientific and representative data which layout of surface water monitoring points rationally. With the development of economy and society, water environment monitoring points of Qinhuangdao are locally arranged unreasonable phenomenon. Therefore, it is necessary for setting the environment monitoring points in optimization originally and to make them more scientific and representative. The paper based on reading a lot of relevant data, combining with the actual working conditions, collected the surface water environmental monitoring data in recent five years of Qinhuangdao. By adopting mathematical statistics, analysis of monitoring data of 2008-2012 over the past 5 years, the paper analyzed the water quality in Qinhuangdao River, selected the main pollution indicators of water quality,and analyzed the correlation between internal stability and adjacent section of monitoring points. After, using the fuzzy clustering analysis method and the K-Means cluster process used in SPSS software, the paper analysis the data for scientific classification of Qinhuangdao River. On this basis, in accordance with the principles and requirements of point layout, combining geography, city status, pollution sources and other factors, the 25 sections of 7 rivers were selected, the final removal of two original municipal monitoring section, according to the addition of a new municipal monitoring section of the actual needs. The paper’s researching provided technical reference for the optimization and adjustment of water environment monitoring of Qinhuangdao river.
