Power Supply Enterprises Preliminary Environmental Impact Assessment Management Of Power Transmission Projects Under The New Situation

Environmental impact assessment (hereinafter referred to as EIA) of power transmission project consists of preliminary EIA before the project approval, supervision of EIA during construction and acceptance of EIA on the stage of trial operation, among which the necessary condition for construction and more difficult work is preliminary EIA, so the paper takes it as one of the main research object. The environment protection law of the people’s republic of china has been put into practice on January 1st,2015. Meanwhile, EIA standards and guides about power transmission projects are improving, and raising higher standards and requirements for power supply enterprises to do EIA administration work. Moreover, EIA administration work faces new problems and challenges because the segment of public participation is forcibly executed, the public consciousness constantly improves, supporting from local government varies widely and administrative examination and approval system is being reformed. The above research background is the new situation studied in this paper. It has very important theoretical and practical meaning to do the study on EIA of power transmission projects under the new situation for preventing legal risks of enterprises and promoting the harmonious development of power grid.To do the study theoretical analysis and the preliminary EIA management practice are combined in this paper. At the end of 2014, the author organized seven county companies and one EIA unit to carry out the brainstorming investigation, discussed mainly on EIA management problems and countermeasures, and combed preliminary EIA management process of ShaoXing Power Supply Company of State Grid. On this basis, the way of SWOT is used to analyze current EIA management and the methods of the table list and fish-bone diagram are used to arrange and study the problems and reasons in aspect of schedule, quality and connect management of EIA. According to the target, evaluation index and business timing of EIA management of power transmission projects, three stages of EIA management are classified as before EIA, the process of EIA and after EIA. Through the further analysis of the problems, the paper works out a new management model named "five ahead of time, five deep in work" and the ensuring measures to adapt to the new situation, draws the EIA management flow chart after improvement and illustrates its effectiveness by means of presenting preliminary EIA work of 500kV ZhuBei substation 220kV transmission project as a typical case. The paper also proposes principles and processes to deal with complaints and disputes appeared in the EIA of power transmission projects, and takes EIA of FengQiao 220kV power transmission project as an actual case. Through studying we can draw conclusions as follows:(1) A new management model named "five ahead of time, five deep in work" is worked out, which can optimize the management process and greatly improve the efficiency and quality of EIA management. (2) Principles and processes to deal with complaints and disputes are worked out, which can effectively reduce the legal risk of preliminary EIA work and promote the harmonious development of power grid construction.
