In recent years, the fog haze weather has influenced our country, affected the air quality seriously. Some cities even issued red haze alerts, which arouses more and more attention to the air pollution. It is urgent to strengthen the management and regulation of atmospheric environment. Atmospheric environmental assessment is an important part of the atmospheric environmental regulatory system. We need to establish the atmospheric pollution diffusion model to simulate and forecast in the atmospheric environmental impact assessment. But the output of predicted model has the deficits of graphical representation and spatial analysis, while the geographic information system (GIS) can make up for these deficits. In this study, we combines GIS with the atmospheric pollution diffusion model, aim to solve the problems existing in the atmospheric environmental assessment.Firstly, in this study we choose the AERMOD mode system which is recommended by Technical guidelines for environmental impact assessment-Atmospheric Environment (HJ2.2-2008) and adopt ArcGIS Engine Component of GIS development components, using C# language based on Visual Studio.NET development environment to design and develop. And we adopt compact integration methods which are often used in the development of EGIS to integrate the AERMOD model and GIS. The model output data through format conversion, data visualization and spatial analysis to enhance the ability of expressing and reading.Secondly, in order to prove the availability of the system, we assess the influence of urban atmospheric environment affected by the key atmospheric pollution enterprises in northern of Nanjing, selecting PM2.5, PM10, SO2 and NO2 four major pollutants to simulate, predicting the effect of reducing emissions of the atmospheric pollutants. The application of the system in the evaluation of regional atmospheric quality, the atmospheric environmental impact assessment of the proposed project and the assistant decision making of emission reduction are verified.The experiments show that the air pollutants to main city area, which is produced by the key atmospheric pollution enterprises in northern of Nanjing, have a wide range of influence. Among them, the impact of PM2.5, PM10 particulate pollutant is very small, that is, the contribution rate of a particle in the haze is very low. Two kinds of atmospheric pollutants, SO2, NO2 may cause serious air pollution in some areas of the main city area in short period.
