Since entering the 21st century, the biggest problem humanity faced was the deterioration of global ecological environment. In this case, human beings eager to find a new road of harmonious development between man and nature. 17th CPC National Congress first brings ideas on ecological civilization, puts forward to enhance ecological civilization education, improvs the nation's ecological and moral qualities, at the same time, advocates and nurtures the nation's protection awareness of ecological environment, and makes protection awareness of ecological environment turn into a conscious action in order to develop a solid foundation for ecological civilization construction. It can be said that ecological civilization is an urgent need to implement scientific outlook on development of China's and also is a prerequisite to speed up the north-west region and the national economic harmony sustainable development.China's western region is a very fragile ecosystem, the natural conditions are very poor, the ecological environment is also very serious. As a result of ecological problems and historical reasons, economic and social development in East-West areas showed a larger gap of rich and poor, thus affected the balance development of the national economy and social stability and unity. The policy formulation, industrial optimization, legal protection etc. in Development of the West Regions has a positive improvement and achieved good results. However, the ecological awareness of the public have yet to be further improved, and the initiative public participated in environmental protection is not high. Based on this, western region need attract more people from all walks of life to participate and input ecological civilization construction, carry out in-depth education of national conditions on resources and environmental protection. At the same time, ecological civilization education in Western public also need to establish conservation and saving awareness in the whole society, carried out widely a rich and various resource-saving activities in content and form in order to let the public truly participate in entire process of decision-making, management and supervision in the ecological civilization construction.This paper includes five parts, as following:The first part is an introduction part. Firstly, this paper brings forward research background on civilization education of western public, and secondly, puts forward study objectives and significances. Research background includes two aspects, namely, the deterioration issues of western ecological environment and the urgency character of ecological civilization education of western public. The study objectives and significances also include two aspects, i.e. the purpose of research and the theoretical and practical significance.The second part places extra emphasis ontheoretical research. The author refered a great deal literature on ecological civilization, summarized and neatened development course on theory and practice of ecological civilization at home and abroad, based on research background and significance of ecological civilization, finally, established preliminary investigation questionnaire on ecological civilization education in the Western.The third part, as research methods and procedures, established strictly measuring scale.on awareness and behavior of public ecological civilization in the light of measure methods of psychology measuring scale based on study methods of education science, and made project and factor analysis, then discussed the reliability and validity of scale, finally, confirmed the formal questionnaire on the basis of pre-survey in Anning district.The fourth part is part of the results and discussion of questionnaire investigation. This paper summed up situation of ecological civilization education in Lahzhou city, described difference of awareness and behavior of ecological civilization between different districts and colonies, analyzed some factors understanding degree of ecological science and social morality influenced ecological civilization, and explained several factors that different education degree impacted ecological system and eco-industry. At the same time, this paper also analyzed situation that the public accepted ecological civilization education and main problems of ecological civilization construction in Lanzhou.The fifth part is part of the countermeasures and suggestions. In this paper put forward applicably countermeasures and suggestions on the ecological civilization education in west publicon on the basis of investigation and study, and brought forward some suggestions against ecological civilization construction in Lanzhou city.
