PPP Mode Research On Water Pollution Control Projects

With the accelerated industrialization and urbanization in our country and further,China’s urban and rural residents of material life level has been improved. However,the actual situation of water environment pollution aggravate seriously affected the people’s production and life,Even having threated people’s survival and living environment.To curb the increasingly serious water pollution to improve the environment is urgent. The issue of “water environmental pollution prevention plan”reflects our emphasis on water pollution prevention and control work to a higher level,The plan is the top policy design to cope with the increasing water pollution,with the characteristics of globalization planning and stringent. It’s the guide of water pollution prevention and control work throughout the country at the current and a period of time in the future.To facilitate water pollution prevention plan of action,Ministry of Finance,Ministry of Environmental Protection jointly issued“the opinions on Promoting the Government and the social capital of cooperation in the field of water pollution prevention and control”, on April 28, 2015, promoting the implementation of PPP projects in the field of water pollution control, guiding social capital to actively enter the field of prevention of water pollution, in order to solve the problems of the lack of funds to improve water pollution control projects,operating inefficiencies and lack of return on investment, Thus effectively solve the problem of water pollution.The PPP mode as a new type of investment and financing mode, applications in the field of water environmental pollution prevention and control is still in a stage of rapid development, and the need to constantly improve. PPP model has become a new research topic. In this paper, on the basis of reading a large number of domestic and foreign literature. This article studied the PPP mode’s applications in the field of water environmental pollution prevention and control with theoretical and empirical research method, providing feasible policy recommendations for water pollution control projects in PPP mode in applications. The specific content of this article is divided into seven chapters:the first chapter is introduction. First elaborated the research background, and then sums up the research significance. Secondly, through extensive carding domestic and foreign related research literature, refine out closely related to this topic research content, further enrich the research theory and research ideas of this article Finally proposed the research method and thinking framework and innovation and deficiency. The second chapter describes the theoretical basis of water pollution control projects in PPP mode, Including: theory of product project supply,theory of project distinguish, new public management, principal- agent theory and externalities and the coase theorem. The third chapter did theoretical analysis of Water pollution control projects for the introduction of PPP, firstly, analysed the quasi-public property of water pollution control projects, Secondly, introuduced the comparative advantage compared to other modes of investment and financing,analyzing the necessity to introduce water pollution control projects PPP model from the view of financial pressure and the transformation of government functions, studiying the feasibility of the introduction of water pollution projects PPP model.The fourth chapter summed up the status of water pollution, water pollution control investments and the status of PPP development in China.The fifth chapter studied the PPP project structure, operational mechanism in the process of the construction operation management and the problems of the water pollution prevention and control of yiyang city in hunan province.Chapter sixth analysed the main problems facing the water pollution control projects in PPP based on the summary of a lot of literature.Chapter seven To the corresponding research the contents of Chapter fifth and Chapter sixth,put forward some specific proposals to Water pollution control projects for the problem facing the PPP mode, trying to build a sound policy framework for water pollution control PPP project.
