Ecological protection red line (EPRL) refers to boundary controlled strictly and delineated in the key ecologically functional zones, ecologically sensitive areas and ecologically vulnerable areas, which is the bottom line of national and regional ecological security. In 2011, EPRL was put forward for the first time. In 2013, EPRL delineation becomes specific initiatives of speeding up the building of ecological civilization system. In 2014, EPRL delineation was incorporated into the Environmental Protection Law. At present, many provinces have delineated the EPRL. EPRL is not only an academic issue, but also a matter concerned about national development.Flood regulation and storage area is one of the key ecologically functional zones. These areas are mainly located in middle reaches of rivers in China, and mostly including lake and wetland ecosystem. Currently, these zones generally faced with ecological problems such as shrinking wetlands, serious silting of lake and storage capacity decreased. It not only affect the economic and social development of Flood regulation and storage area, but also make a big difference to the coordination between ecological protection and economic-social development in the downstream areas. Therefore, delineation of EPRL will optimize the structure of regional ecosystem and enhance ecosystem services in the Flood regulation and storage area, which have great practical significance. However, the technical guidelines for the delineation of EPRL promulgated by the Ministry of Environmental Protection in 2015 do not give the method about Flood regulation and storage area.Anxiang County is a typical Regulation and storage area which located in Dongting Lake. Based on deep investigation and analysis, the evaluation method of regional flood regulation and storage services was constructed. Assessment of importance for flood regulation and storage, water and soil conservation, biodiversity conservation, carbon fixation were conducted. Finally, the EPRL of Anxiang County was delineated. The total red line area is 198.62 km2, accounting for 18.12%of the county land area. In addition, the quantitative analysis about ecosystem services radiation effect in the EPRL area was made, is 919 million yuan. The result can provide certain theoretical basis for ecologically functional zones dominated by flood regulation and storage services about EPRL delineation and basin ecological compensation system formulation.
