Ecological compensation has been a star field since the ecological construction ranked as one of the national policices. The determining of the compensation standard is directly related to the implementation of the mechanism’s effectiveness and affordability of compensation, which is the key to a successful implementation of ecological compensation.Since the drinking water source is a public good, the upstream region sacrificed its economy development in order to providing clean drinking water to the downstream region. Therefore, the downstream areas should pay the bills for their "free rider" behavior. The survey on the WTP in drinking water sources is a way to assess the affordability for ecological compensation of the downstream residents. And it is one of the main content of establishing drinking water ecological compensation system, which is an useful key to resolve regional conflicts and to promote coordinated and sustainable development.Luoma Lake Drinking Water Source is located In Yishusi River downstream, flowing through Xinyi City and Suqian City. While playing an important role of regulation lake in South-to-North Water Diversion, it is responsible for a couple of functions, such as flood control, irrigation, drinking water supply, shipping and aquaculture. Unfortunately, the economy of the water source government, Xinyi City, is far behind the downstream region, Suqian City, as a sacrifice of protecting the Luoma Lake.Based on CVM (Contingent Valuation Method), This paper employed payment card questionnaire to investigate the WTP of the Luoma downstream residents, used SPSS analysis software for statistical analysis of the survey results, and adopted binary Logistic model for quantitatively analysing the factors effected WTP. The main conclusions are as follows:(1)According to the results of individual characteristics of respondents:women in Luoma drinking water sources downstream showed a stronger willingness to pay; the young pay more than the old; higher education, the stronger the willingness to pay; personal annual income levels and willingness to pay respondents have a strong positive correlation; more understanding of the environmental meant higher willingness to pay; higher degree of concern for the water source, the stronger willingness to pay, relatively speaking, the higher the amount paid.(2)This questionnaire was designed reasonably according to the analysis of Binary Logistic. The personal annual income ranked first among the factors for the willingness to pay. Therefore, the affordability must be considered when defining the ecological compensation standard in less-developed areas, especially for those low-income families.(3) According to the statistical results of the questionnaire, the average WTP of the residents turned out to be 62.92 million. Compared with the average region income, the average personal WTP was transformed into the average regional WTP. As a result, residents in Suyu District are willing to compensate for 076 million yuan, 102 million yuan in Sucheng District and 0.21 billion in Suqian District.
