Since the industrial revolution, petroleum has become an important part of the social progress and industrial development. As a major oil consuming state, the crude output, the crude processing and the refined oil volume has been 209.49, 28.491 and 456.42 million tones respectively in 2014. Oil transportation is normally preceded by vehicle and train. In the process of Crane tube loading, gasoline can produce violent disturbance. With the escalation of oil gas, a large number of oil and gas volatile can cause pressure rising. researching oil and gas recovery is not only beneficial in reducing the harm of human body caused by oil and gas, but also beneficial to environment, society and economy. It is fully compliance with national energy-saving emission reduction policies and the requirement of building a resource-conserving and environmentally friendly society.The paper analyzed a variety of problems caused by oil gas volatilization from oil and gas recovery system safety, environmental protection and economic perspective. It expounds the necessity and superiority of oil and gas recovery system project’s implementation. The main research contents are as follows:1. This paper analyzed the recycling efficiency and technical difficulties of four kinds of poor oil and gas recovery technology that include absorption method, adsorption method, condensation method and membrane separation.2. Through field researching,This paper analogized gas collection patent technologies from three qualified enterprises and did scheme comparison considering the effect of investment, recycling and maintenance costs. The oil and gas recycling equipment which principle is activated carbon adsorption has become the best choice.3. This paper elaborated the oil and gas recovery system and the mechanical equipments in details of an tank farm in Xi’an.4. This paper analyzed the economic benefits, social benefits and environmental benefits of gas recovery system and got the conclusion that the payback period of oil and gas recycling equipment would shorten by the increase of loading quantity.
