Strategy Environmental Impact Assessment Theory And Research Based On The DPSIR Index System

Currently, the development of Industrial Parks is unfolding, its environmental problems if not prevented before the implementation of the plan, the consequences will be very serious. Therefore, environmental impact assessment plan for each industrial park is necessary. China promulgated the "Plan Environmental Impact Assessment Ordinance" in 2009, strengthened the position in the area of planning EIA construction. This study will be based on theoretical basis and practical case of planning (strategic) environmental impact assessment, discuss theplanning environmental impact assessment guidelines, workflow and technical methods in detail, establish indicator system for industrial park planning environmental impact assessment, and then evaluate the cases. This essaywill combine "Caoba Industrial Development Zone Environmental Impact Assessment" with the DPSIR model to establish the index system of Caoba Industrial Development Zone, and use AHP methods to evaluate the system, ultimately make a comprehensive assessment of the environmental situation and sustainable development in the region.The results showed that:①This research built a DPSIR indicater system for industrial park of Caoba in YA’an, this system can be used to Demonstrate the scientific ity and rationality of the strategy for the built of the industrial park.The results shows that the location,plan,industrial distribution and functional layout of the park are reasonalble after adopt some environmental protection measures.The sustainable development of power of the park can be improved after it adjusts some points.②Case study shows that the DPSIR indicater system built in this research can react the situation of the sociaty,ecolomic and environment in Caoba.The various evaluate methods combined can also forecast the level of the environment objectivity. ③The three situation set in this article,can show the develop situations of the district in various respects,which states park should follow the Environmental protection situation...
