The development of national economy can not be separated from power, and thermal power is the main power of China’s electric power industry. However, the thermal power plant emissions of smoke, carbon dioxide, sulfur dioxide and nitrogen oxides and other atmospheric pollutants is caused by an important factor in China’s acid rain and global greenhouse effect and photochemical pollution. This limited the development of thermal power plant. As a means of the overall strategy of pollution prevention and energy-saving and reducing consumption, clean production is considered to be the sustainable development of technical measures and management tools, the thermal power industry implementation of cleaner production audit is one way of the sustainable development.This paper takes Liaoning Qinghe power limited company cleaner production audit practice as an example, firstly, through the investigation on the production and sewage situation, determine the cleaner production audit of the audit focus for the entire unit, and set the target for cleaner production audit focus. NOx emissions, soot emissions, fly ash the utilization rate of standard coal consumption rate of power supply, and power plant electricity rate and water consumption in the near future and in the long term was reduced; secondly, through the investigation data of the audit focus drawing material balance chart, sulfur balance diagram and water balance diagram, to find the causes of material loss links and waste generated by on-the-spot investigation found:1#; 8# and 9# unit emissions of NOx and soot concentration can meet the "thermal power plant air pollutant emission standards" (GB13223-2003), but can not meet from 2014 Technology of coal dust in the unit and the pumping unit and unit, low,8# use unit and, off unit and in July 1, to perform the thermal power plant air pollutant emission standards "(gb13223-2011) of the so determined 1# 9# nitrate transformation 1# 9# dust removing high frequency power plant nitrogen combustion and denitrification nitrogen transformation 8# runoff and dust removal device reforming in the high fee program. In order to improve the unit heat utilization efficiency and save energy consumption, to determine the 1# 9# drilling and gas transformation, the realization of cogeneration 1# 9# electrical entrance to the low temperature, two project, and based on these programs, environmental and economic evaluation, and ultimately determine the six high fee programs are feasible. Finally, in order to make the cleaner production in the enterprise long-term, continuous implementation, and formulated the continuous clean production plan.The current round of clean production audit produced a total of 17 programs. To the end of the audit, has implemented 15 clean production programs, including no/ low fee program 11, medium/high fee program 4. At the end of the current round of cleaner production,1# unit NOx consumption reduction 678 mg/kW h,8# unit NOx consumption reduction 439 mg/kW h,9# unit NOx consumption reduction 735 mg/kW h; 1# plant soot consumption reduction 29.2 mg/kW h,8# plant soot consumption reduction 40.4 mg/kW h,9# plant soot consumption reduction 43.0 mg/kW h; plant power consumption rate decreased 0.036%, water power consumption reduced 17.83 g/kW-h, realize economic benefits 1139.06 million yuan per year.
