Environmental protection is a very serious problem in Chinese economic construction. With the development of the national economy and the continuous improvement of people’s living standard, the environmental protection is paid more and more attention. At present, the environmental problem people care most is nothing more than air pollution problem. As the main source of air pollution, reducing the emission of nitrogen oxide is one of the most important work of the current environment division and even the whole society. Coal fired power plants in the production process will emit a large amount of nitrogen oxides. Because of its large emissions, relatively concentrating, and easy to control than other scattered sources, nitrogen oxides have become the first target of controlling the NOx emissions during China’s "12th Five-Year". In July 2011, the "thermal power plant air pollutant emission standards" issued by the national ministry of environmental protection stipulates that, starting from January 1, 2012, all new thermal power plant NOx emissions reached 100 mg / m3; starting from January 1, 2014. key areas of all thermal power units in operation of NOx emissions reached 100 mg / m3. The key tool to control NOx emission of coal fired power plant is the technology of flue gas denitrification. How to achieve the coal plant nitrogen oxides emissions standards by choosing the most economical, reasonable and applicable flue gas denitrification technology with combining the production practice of coal- fired power plant is the first issue to consider.In this paper, the author firstly introduces the related theories of technology scheme optimization. Secondly, from the aspects of policy, technology and economy, the author analyzes the main factors that affect the technical scheme selection. The selection of technological scheme must consider the following aspects: conforming with regulations and law, being advanced and applicable, being safe and reliable, being economical and reasonable. At the same time, the author hopes to affect the limiting conditions of the selection of the technical scheme of denitrification in XX power plant by analyzing the internal conditions of the XX power plant.This paper introduces the current domestic and outside the mainstream of the power plant off denitration technology scheme when dealing with the alternative technology scheme design: Selective Catalytic Reduction NOx Reduction, Denitration Technique Combined SNCR & SCR, and states the technical principle, technological system, advantages and disadvantages of these two kinds of schemes in detail.Taking XX power plant of de NOx construction as the research object, this paper studys the specific requirements for the transformation of nitrate removal in the power plant by combining comprehensive evaluation index system construction principles and establishing the XX power plant flue gas denitration technology scheme evaluation index system which contains 12 indicators such as mature technology, complex technology, denitrification efficiency, construction investment, operating costs and so on, from three aspects of environmental requirements, technical requirements and economic benefit,and make the evaluation index pairwise comparison, determine the judgment matrix and calculate the relative weights of comparable elements. Then arrive at the flue gas de NOx technology scheme evaluation model. When the implementation of the XX power plant boiler denitrification process technology program selection comprehensive evaluation, experts will give marks to the various indicators of the de NOx technology program specific scoring. Then synthesize the scores and weights of each index and get the scores of the program of the denitrification process, finally select the highest score of SCR denitrification process as the actual flue gas denitrification process of XX power plant.
