Limestone is one of the most common nonmetallic minerals. Limestone mineral resource in our country is rich, which is accounting for more than 64% of the world’s total reserves, and has a strong competitive advantage in natural resources. There are many wide applications of limestone, all kinds of products processed by it also have good market prospects. As science and technology advanced continuously, applications of limestone have also been further widened. Limestone after crushed by the mill has been widely used in many fields and has considerable economic benefits. So, in recent years, limestone powder processing industry is hot. Limestone powder is most commonly used for flue gas desulfurization, which is identical both at home and abroad. Limestone is produced to the certain particle size by milling, grading, dust collection and a series of steps. And this can mainly lead to dust and noise pollution in this process. Dust pollution is especially serious because limestone production operations is mostly dry, which is difficult to control and is the main culprit for the surrounding residents and the natural environment.There have been established environmental impact assessment systems for various areas, such as road construction, land planning, mineral development, plant construction and product processing and other fields in the whole world. But no integral system for the construction of limestone powder processing plant powder project yet. In order to reduce similar hazards, it is necessary to establish the limestone processing plant construction project environmental impact assessment to evaluate and analyze the possible environmental impacts, and then establish reasonable construction and operation process. Provide an effective basis for the project in the future environmental management and acceptance process. In this paper, environmental impact assessment system about construction project of limestone powder processing plant is established by referring them about different construction projects and a number of laws and regulations. And the result of theoretical study is checked on the case of 100,000 tons of limestone powder Project in Korla Development Zone, as an example.The main contents of this paper is as follows:(1) Establish effective environmental impact evaluation system for limestone powder processing plant. Generally including surveying natural and social environment before of project location, and then analyze its construction engineering. Complexing its plant process outlined and the main polluting process to make the environmental impact assessment. A brief analysis of the environmental impact of construction and environmental impact analysis of operation, analysis objects including air, surface water, groundwater, noise and so on. Monitoring and evaluating environmental quality in the project area, and predicting the possible impacts of the surrounding environment caused by project construction. Then establishing control measures to make pollutants reach the standard for discharge and reduce the impact on the environment. Finally drawing a conclusion of the total evaluation.(2) Case study of 100,000 tons of limestone powder project in Korla development zone. Selecting related indicators of atmosphere, surface water, groundwater and noise, based on status quo of development zone and characteristics of the construction project, and monitoring them. Results show that: the index of TSP reached 1 occasionally, and the daily mean value of SO2, NO2 can both reach the Grade II Standard specified in the Environmental Air Quality Standard. The monitoring factors of surface water can all meet the third standard of environmental quality standards for surface water. Only sulfates and chlorides in groundwater exceeded the Ⅳstandard of《Quality standard for ground water》 by 1.84 and 2.43 times. Around the project area, noise values were less than 60 d B(A) in daytime and 50 d B(A) in nighttime, which is the Class 2 standard of《Environmental quality standard for noise》. Thereby selecting a certain dust removal and purification measure and finally the indicators met emissions standards all.
