Environmental Investigation Of The Longxutang Old Industry Areas In Shaoyang And Its Improvement Measure

A series of studies on the LONGXUTANG old industrial have been carried out during this paper. Through literature, data collection, field investigation, data analysis, research studies, generalizations, and combined with relative experience in and abroad, the current environment conditions at LONGXUTANG old industrial area has been surveyed and analyzed, the existing problems and its causes were also found out. Not only the environmental renovation and goals are established, but also some proposals for the environment management were put forward. The main conclusions are reported as follows:1. From the survey monitoring data, the water quality in the YANGXIGOU and LONGXUGOU area is worse than grand V level of the "Surface Water Environment Quality Standard "(GB3838-2002). Although some monitoring factors are consistent with the V class standard, there still exist over standard content:COD, 2.625 times; NH3-N,2.9 times, As,2.634 times Pb,1.34 times and BOD5,2.95 times.The concentrations of arsenic, lead, cadmium, chromium in the sediment have all exceeded the secondary standard values of "Soil Environment Quality Standard" (GB15618-1995), of which the highest amounts are respectively 4.62 times(As),4.37 times(Pb),4.93 times (Cd) and 0.74 times (Cr). Meanwhile, some channels in the YANGXIGOU and LONGXUGOU area have been blocked presently, which raises the water level and usually causes flooding in the storm season. The environmental accident could erupt at any time.Although the city’s air environmental quality, including city chemical complex point monitoring results, shows that the air quality is good enough to satisfy the sanitary requirement of people, and the annual average levels of PM10, SO2, NO2 indicators in atmospheric are consistent with the secondary grand level of The Environmental Air Quality Standard", with over 320 air quality days all the year round. But there is a strong stench in the LONGXUTANG area, especially around the original ZIJIANG pesticide plant. Many enterprises have their own boilers, which produce lots of smoke. The residents have complained a lot about it.2. According to the pollution situation in the LONGXUTANG old industrial, the key management area in the LONGXUTANG old industrial zone was determined: east of SHUANGQING road (including the enterprises within the original chemical factory of the city), north of the DONGDA road, south of the ZIJIANG river, and spreading to YANGXIGOU and west of the SHIJINPU, which focuses on an area of 15 square kilometers, with about 32000 inhabitants, mainly including the communities at the LONGXUTANG street agency:YANXI bridge, BAIYUN, SHIJIA garden, LONGXUTANG, ZHUXI et al, and the community of SHIJINPU at the xinglong street offices, the community of YUEJIN residents’ committees in railway station town, BaiYun Village, YANGXI bridge in ChengDong Township and JINTAI community residents’ committees.3. Combined with practical situation in the LONXUTANG old industrial area, to improve the regional environmental quality, the industrial structure adjustment and the optimization for heavy industrial structure for reducing heavy metal pollutant emissions from the source should be considered firstly. And then followed by industrial pollution control projects, cutting down the heavy metal pollutants emissions. After solving the problem of drainage system, the sediment dredging work at LONGXUGOU and YANGXIGOU areas should be carried out to gradually solve the historical environmental pollution, finally eliminating the hidden environmental safety problems.
