In February 29, 2012, in the State Council executive meeting, "ambient air quality standar d" were approved by Premier Wen Jiabao, which agreed to revise and re lease it. PM2.5 forced monitoring was written into "GB", "ambient air q uality index(AQI) of technical regulations(Trial)" also introduced at the same time, so far, PM2.5 has finally become the factor of environment air quality evaluation. However, the PM2.5 standard is only the first step, next how to deal with PM2.5 pollution problems effectively, is a mor e difficult and complex project.This paper is composed of three parts:introduction, body, conclusion The body of the text is as follows: first, the concept of PM2.5, hazard and source analysis; secondly,the developed countries’ PM2.5 governan ce policies,measures and experience; thirdly, analysis of the PM2.5 of S hanghai city governance status, related policies and measures; fouth, Sha nghai city PM2.5 governance policy recommendations. Specific policy rec ommendations are as follows: first,the transformation of the economic d evelopment mode,to establish ecological civilization based on green GDP growth, to realize the sustainable development. Secondly, improve the re levant laws and regulations in our country in the field of environmental protection, the establishment of citizen’s environmental rights and interest s, revise and improve the " environmental protection law ", " air pollution prevention law ", Shanghai need to improve the corresponding implement ation details, according to its own situation, introduced the " Shanghai air pollution control regulations ". Thirdly, according to the air pollution co ntrol, we should establish and perfect the government accountability mec hanism, the government’s environmental responsibility should be institutio nalized, the environmental indicators should be added into the governmen t and its officials performance assessment index system. Flexibility in theuse of environmental economic policy of tax incentive mechanism, impr ove the atmospheric pollutant emission right trading market, the establish ment of environmental public interest litigation system effectively, the est ablishment of environmental information disclosure system perfect, constr ucting regional atmospheric pollution mechanism for joint prevention and control, strengthen citizen’s environmental protection and participation, st rengthen international cooperation and exchange.In 2013, the national response to the haze, formulated the "governan ce haze, is everyone’s responsibility, the participation of the whole nation" slogan, called on all citizens to act together, to wage war on pollution.I hope that through this paper writing, can provide policy reference for the government to better governance of PM2.5 pollution, and promote t he policies and measures of PM2.5 governance implementation, while pro moting national concerted action, and strive to cut the haze.
