Environmental pollution is an inevitable problem with the industrialization process. Recently, owning to promoting the industrialization and urbanization in an extensive growth mode, environmental issues have become increasingly serious. Especially with the large-scale nationwide outbreak of, air pollution is more pressing.The sound cooperation is hard to achieve among different authorities in the process of effectively curbing air pollution, due to the contradiction between air flowing and regionalism. To avoid local protectionism and fully integrate resources, inter-regional management is a feasible way to resolve air pollution. Based on the analysis of the existing joint-prevention and joint-control management model, we find that the difficulty of reaching a long-term coordination among governments lies in uneasily balancing inter-regional interests. Due to the lack of precisely monitoring and timely sharing of information about air pollution in the environment and human behavior, regional joint prevention and controlling is rough and delayed. This makes governments shirk the responsibility of controlling across the region, and then the long-term treatment is hard to maintain. Grid’s seamless and real-time monitoring can effectively address these problems. Therefore, this paper is motivated by the grid-related controlling and develops feasible solutions to alleviate air pollution.Based on the evolution regularity of air quality, this paper generalizes the logic of this grid controlling into four steps: grid monitoring of air quality, grid warning of air pollution, grid treating and grid maintaining of air quality. Then in every segment of air control, the grid is designed according to its four characteristics(Fabric, Ludwig, collaboration and shared).Then the paper justifies the design of grid controlling for air pollution. First, we demonstrate the overall design. Then according to the systematic requirement of monitoring, accuracy requirement of warning, advanced requirements of processing and sustainable requirements of sustaining, we justify the sub-units of grid controlling including grid monitoring, grid warning, grid treating and grid maintaining.The innovation of this paper is the idea of using grid controlling to the cross-regional treatment of air pollution. By integrating all kinds of resources in different targeted areas together, and balancing the interests of all relevant persons and departments, the cooperation and sharing of all kinds of resources is achieved among dynamic virtual organizations in the process of cross-regional treatment of air pollution, and therefore the long-term effective controlling can be formed.
