Eco-environmental quality assessment is an important part of eco-environmental protection and management and provides the scientific basis for eco-environmental management and decision making. It is a series of practical and efficient methods for the comprehensive eco-environmental assessment by using a combination of remote sensing(RS) technology and the geographic information system(GIS) technology. Therefore, it is of critical scientific significance and practical value to construct a regional eco-environmental assessment system with high practicability method which can manage, store eco-environmental assessment thematic data, and analysis/process parameters in the assessment of eco-environment.To overcome the drawbacks of the tedious and slow process to obtain the eco-environmental assessment index and result, etc., this research constructed a comprehensive eco-environmental assessment system which includes massive environment assessment thematic information management, analysis and publishing and other functions. The framework of the system consists of desktop clients and web clients. Detailed instructions are illuminated by taking Ruoergai wetland as the study area. Main contents and results of this paper are listed as follows.(1) The desktop system of the comprehensive eco-environmental assessment system was developed by using Arc GIS Engine as the framework, combined with interactive data language(IDL) and Matlab and mixed programming mode. It integrates modules of multi-source remote sensing data fusion, data assimilation, parameter inversion, eco-environmental evaluation and thematic mapping and so forth. It calls the Arc GIS Server interface to release the processed thematic data as map to respond to Web clients.(2) The spatial database is based on Arc SDE and the relational database is based on SQL Server. They enable the storage and management of original data, thematic information and evaluation results of eco-environmental assessment.(3) This system integrated the practical analytic hierarchy process(AHP) into the eco-environmental assessment module and realized the real time construction and management of evaluation index system. In addition, it simplifies the process of eco-environmental assessment(4) By taking advantage of the technical superiority of Flex and Arc GIS Server as the GIS server, an eco-environmental assessment information sharing system was designed and implemented. It was the general framework of Web of the eco-environmental assessment system. The hierarchical structure, composition and function of the framework was also elaborates. Applications on the Web client was capable of calling published information by desktop client to users hrough the Arc GIS Server REST API. Meanwhile, the three-dimensional map display via web was realized based on the 3D engine Flash-Papervision3 D technology. What’s more, via the usage of RBAC(Role Based Access Control) model based access control technology, users can access to eco-environmental assessment information in the shortest period of time under the premise of information security, which speeded up the process of eco-environmental assessment.
