Bijie region located in the upstream of the source areas of Changjiang River and Zhujiang River, karst rocky desertification and soil erosion is very serious. Natural conditions and human factors together form a very fragile ecological environment, so the present situation of ecological environment and dynamic change are to be reflected in urgent of need. The use of "3S" technologies, especially remote sensing and GIS technology can be achieved dynamic monitoring on the elements of the ecological environment, and access comprehensive information-rich. The use of a powerful GIS data processing and spatial analysis functions can realize the integration analysis of space and attribute information on the ecological environment information and synthesis functions, so that information on the ecological environment management more scientific and standardized.In this paper, author first analyse the situation at home and abroad to explore the system-building with a number of key technologies, including. NET technology, GIS component technology, spatial database technology. And then execute needs analysis from the operational, functional and performance, construction the overall framework of the ecological environment information systems. This geographical information system has made full use of such packages as basal figure operating, data editing, graphical displaying, spatial analyzing that ArcGIS Engine gives, thus, it improves the efficiency of employing the geographical information system, and the system has good user interface and complete function. The characteristic of information system based on ArcGIS Engine is that this system can independently run apart from ArcGIS software system under the environment of Windows, Moreover, it is simple and convenient to operate.Finally, This paper confirms feasibility and reliability of the Eco-environmental information system taking Bijie data for an example.
