A Study On Reasons Of Serious Haze Under The Public Economics

The environment is the foundation of the survival and development of human society. Since the birth of human, all the activities of human beings is through the development, processing and using of various resources to serve the human, and all the material and energy exchange with nature. However, technological progress and the development of civilization makes human gradually get rid of the slave of nature and become the master of the world. Especially since the watt steam engine was invented, the nature be preempted resources for human liberation process which is gradually built by consumption. The human’s ability which transform nature and use the resources is strong enough to destroy the whole earth. With the continuous desire of human, the damage to the environment has been beyond the additional point, so the environment is no longer the inexhaustible god. The environmental resources has become increasingly scarce.With the process of human development, the air which has been almost devastated has been under the great pressure. The fog and haze is one of them. Facing the huge pressure to haze, the rapid development of industrialization are restricted by environment and resource in China. Not only the Chinese state and governments at all levels attach great importance to the fog and haze, but also they enact a variety of means and measures for the fog and haze, but the result of measures is not good, worse instead. The contradiction between objective facts and government efforts has become more and more obvious. Under the background of governance what makes fog more and more serious and what causes the government governance effect is not obvious are good questions. Under the perspective of public economics, this paper discusses the above problems and draws some conclusions and views. We can also give an explanation from the economics for drafting the policy of the fog and haze.Under the perspective of public economics analysis which cause the serious haze, there are four reasons: The first reason is that definition of air property is not clear; The second is the dilemma of collective action; The third is the cost of haze governance is very high; The fourth is the game equilibrium solution of the fog and game is not balance. These four reasons consist of the current haze governance dilemma. From the development experience of the European and American countries, haze is a stage of the development. With the development of economic and the adjustment and upgrading of the economic structure, the new development model will replace the old pattern. As long as we continue to adjust the economic structure, change the pattern of economic development, base on the innovation drive, friendly environment, benefiting people’s livelihood and endogenous growth, we can keep confidence for the future. The economic development will enter a new stage. By that time, the economic development of China will cross trap, across the haze.
