Safety management is an endless job, for which there is no minimum requirement but constant attention. With the flourishing of China’s petroleum industry, the safety of oil-extracting factories is increasingly becoming the focus of all petroleum enterprises. In oil-extracting factories, the various construction activities and relatively high technical requirements have substantially increased the safety management difficulties with unsafe personal behavior, equipment state and environmental factors appearing frequently. The uncertainties in management processes constitute the root cause for the safety management difficulties. To reduce and eliminate such uncertainties, a sophisticated and targeted safety management system shall be established based on the specific circumstances of oil-extracting factories and the safety evaluation also needs to be performed to identify the safety management deficiencies, make purposeful countermeasures and reduce the safety accidents in oil-extracting factories.To make targeted improvement in the safety management model and increase the overall safety level in oil-extracting factories, the safety management, safety management in oil-extracting factories and current research status of safety management evaluation at home and abroad have been analyzed with research mentality and method clarified in this thesis. Meanwhile, an overview of theoretical basis on safety management, safety management of oil-extracting factories and safety management evaluation as well as factors affecting the safety in oil-extracting factories and their inter-relationship have also been presented in this thesis. Based on that, the safety management indicator system of oil-extracting factories is established through questionnaire survey and an overall evaluation on this system is also made using the method integrating analytic hierarchy process (AHP) and grey theory to identify the safety management deficiencies and provide fundamental basis for the optimization of safety management in oil-extracting factories. The feasibility of the theory and method mentioned above has been verified by applying them to X oil-extracting factory with the safety management deficiencies in that factory identified. The safety management enhancement measures have been brought forward in the end of the thesis.
