| The system of concentrated treatment of industrial waste water and the system of urban sewage treatment are two different concepts. The former is mainly about the various kinds of industrial waste water discharged by the various enterprises in cities or towns, and it features its own unique advantages in the treatment work of this aspect. With the large-scale establishment and development of the modern enterprises as well as the developments of the urbanization process of the rural areas, industrial waste water has become an perplexing issue plaguing the mankind and the situation is especially severe. Nevertheless, it was not included in the "Law of the People’s Republic of China on Prevention and Control of Water Pollution". It can be seen from an overview of the situations in the nation’s various regions, regarding involvements of the issue of the industrial waste water treatment, they are still limited some mentioning in some regional laws or regulations that were promulgated by various districts or cities. For example, efforts have been made to vigorously promote the constructions of the waste water treatment plants within industrial parks through the establishment of "Dispatching meeting system for the construction of the concentrated treatment plants of waste water in industrial parks", issued the "Notification on the speed-up of construction of the concentrated treatment facilities in main urban industrial parks (areas). However, such systems and notifications fail to have the supports by legislation’s, and their implementations have fallen short of the expectations. Therefore, only when the concentrated treatment of industrial waste water is elevated to the height of laws and regulations and the relevant legal systems regarding the concentrated treatments of industrial waste water will it be possible to facilitate to the solution of the problem of severe pollution to the environment caused by the industrial waste water. From this sense, the establishment of the legal system regarding the concentrated treatment of industrial waste water is highly necessary.Firstly, this Paper gives an overview of the relevant theories regarding the concentrated treatment of industrial waste water; next, taking Changshou Economic Development Zone of Chongqing City as an example, it reflected the current status of the concentrated treatment of industrial waste water as well as an analysis of the existing legal issues; regarding these relevant issues, it proposed some legislative conceptions for the further improvements of the concentrated treatment of industrial waste water, which are aimed at gaining a foothold in the current status and exploring the legal system of the concentrated treatment of industrial waste water that suits the current national status so as to solve the relevant environmental issues brought about by the industrial waste water and enhance sustainable development. However, as can be seen from the specific analysis, in case of our current national status, the urgent affairs are the system for the systematic concentrated treatment of industrial waste water in the "Law of PR China on Prevention and Control of Water Pollution", and, based on the legislation of "Law of PR China on Prevention and Control of Water Pollution", perfect the regional relevant legislation’s. Only in this way will it be possible for the legal system of the concentrated treatment of industrial waste water to be established scientific with the highest speed so as to bring into force the advantages of this system and realize sustainable developments. |
