South China Sea also known as the South China Sea, is the largest sea in china which has more than30,000 square kilometers. Unlimited development and utilization of oil and gas resources in South Chinese Sea causes all kinds of offshore oil spill incidents repeated. In addition, marine pollution, port pollution event, land-based pollutants, radioactive pollution incidents and large-scale red tide marine disasters bring disaster to the South China Sea marine environment. To respond effectively to Marine environment emergency in the South China Sea become the common obligation of our country and neighboring countries. This is also a difficult problem faced together. In this background, this paper begins its study to seek a good way to deal with emergency management of The South China Sea marine environmental emergencies.This thesis consists of seven parts:The first part: introduction. In the 1960 s, intensified sovereignty dispute and the acceleration of resource plundering makes the South China Sea Marine environment face serious challenges. How to effectively protect the Marine environment should study. In this background, from the theory and practice aspect, it summarizes the research status at home and abroad, it also points out the innovation points and the main content.The second part: The second part, introduce the related theory basis. This paper deeply the definition to the South China Sea marine environment emergency management, point out its Characteristic, For example, public, sudden, harmfulness, persistent, diffuse etc. This paper introduces the regional marine management theory, multi center governance theory, crisis management theory, risk management theory. It breaks the traditional administrative division, it strengthen the regional cooperation. This paper suggests put the risk management as the new beginning to deal with the whole incident, we should pay more attention to the prevention.The third part: introduce five types. It investigates the causes of marine environmental emergencies in the South China Sea and divides the causes into five types clock oil exploration, oil spill accident, marine ship accidents, port pollution event, land-based sewage incident, radioactive pollution incidents, and large-scale red tide marine disasters.The fourth part: summarizes the achievements and the difficulties. This part summarizes the achievements, for example, China has introduced a number of legal and rules, it provides the legal basis for dealing with the South China Sea marine environmental emergencies. The renewal of equipment and personnel quality promotion make the whole process more effective. However, there are some imperfections in terms of coping the legal, technical, information communication, public participation, regional coordination.The fifth part: designing new emergency response mode. According to the situation of emergency management of The South China Sea marine environmental emergencies, it changed the traditional “warning-reaction-after’’ mode. The paper designs the risk management process to identify and control the potential risk. It proposed the risk management should be regarded as the beginning of the South China Sea marine environment emergency response.The sixth part: countermeasures. Under the guidance of the relevant theory, based on in-depth analysis of the South China Sea marine environmental emergencies, in response to the process based on the new designed method, puts forward the countermeasures to deal with the South China Sea marine environment.The seventh part: concludes and imperfections. This part points out innovations in terms of theory, process and countermeasures. It also points out some imperfections, for example, the data should upgrade further, the design process should need practice to inspection, emergency management includes a series of work, this paper proposed countermeasures is limited.
