The Study On Living Refuse Management Of Small Towns In China

With the speeding up of the new type of urbanization in our country, the scale of small towns is also growing. In the process of transition from rural to urban, due to the improvement of economy and the low quality of the residents as a whole, "garbage siege" has become the important factor of the development of small towns. If this problem cannot be effectively resolved, will directly affect the sustainable development of small towns, and may even endanger the overall situation of China’s sustainable development strategy. And the study of waste management of small towns in our country at present is relatively backward, cannot adapt to the situation of small town living garbage, needed the research, to solve the existing problems. Therefore, this article mainly aimed at the problems such as low waste management level of in-depth exploration, find out the specific solution.This thesis mainly divided into four parts:The first part is the introduction part, mainly analyzes the necessity and feasibility of waste management, a brief review of the domestic and foreign scholars research dynamic in domestic waste management.The second part is the review part of waste management of small towns, the main definition of life garbage and waste management made a detailed analysis, then expounds the theoretical basis of small-town life waste management research, and practical significance.The third part is the core part of this paper research, focus on small towns in our country at present the status quo and the existing in the management of a whole series of problems. This paper argues that China’s small cities and towns of waste management is facing the following problems:Firstly, management organization setup is not reasonable, management efficiency is low; Secondly, living garbage management fund input is insufficient; Thirdly, the collector facilities not perfect, effective collection rate is generally low; Fourthly, waste management reduction, recycling rate is generally low. The cause of these problems include:small towns domestic waste management system is not sound; Less funds fixed source, and has not really set up garbage charge system; The social infrastructure is weak, the support of the government system is not complete; A single living garbage management means, processing technology is generally far behind.The fourth part discusses how to improve the living garbage management countermeasures of small towns in our country. This paper puts forward eight countermeasures:first, the reform of waste management system; Second, the innovation of small cities and towns life garbage management mode; third, it is clear the disposal of local government power and responsibility; Four, garbage disposal service market mechanism innovation; Five is to strengthen the supervision of the government, improve macro and comprehensive management ability; Six is to increase financial support, establish a system of garbage charge; Seven is innovation garbage disposal technology, promote the development of circular economy; Eight is to strengthen urban residents’ environmental awareness education, strengthen the environmental protection concept.The innovation of this article lies in the living garbage management as a system, using the concept of "process management" on all aspects of living garbage management more in-depth research.
