Wetland is the ecosystem which has the unique features on the world. It not only has the tourism value, art value, scientific research value, historical and cultural value, but also can adjust the climate, conservation water, degrade pollution, protect the wetland biodiversity and provide the basic guarantee for the industrial and agricultural production and people’s life, it can create huge for the local economic, social and ecological benefits.In recent years, the form of the wetland resources development is ecological tourism activities. But due to in the early stage of development, the theory research divorced from practice, resulted in the wetland ecological resources development has certain blindness and destructive. How to seek balance between wetland ecological resources development and protection, make strategic deployment on macro policy, has become the primary problem to solve in our research work. And the key to solve the problem lies in the non-use value of wetland resources to conduct a comprehensive and objective evaluation.Therefore, this paper on the basis of extensive research, applying condition valuation method to calculate the non-use value of Sanjiang plain wetland ecological resources.Firstly, the paper introduced the theoretical foundation of the ecological resources value evaluation related, and elaborated the principles of economics of CVM, the willingness to pay of guidance technology, calculation model, the possible deviation of the method itself and the method application process, the CVM estimation results validity and reliability test etc content. In order to ensure the reliability and validity of the method, the paper discussed the treatment measure of the possible deviation in the CVM research process, and combined the preliminary survey reflects the actual situation to make the appropriate correction to the questionnaire.In the process of questionnaire, this paper adopted the double-bounded dichotomous choice CVM questionnaire form to proceed face to face interview questionnaire survey in 2013, June to September. According to the stratified sampling principle and the proportion of each region to the total population to determine the amount of questionnaire. This questionnaire survey was totally issued questionnaires 1260, 1010 questionnaires were returned, the questionnaire response rate was higher. Subsequently, established the "true zero response" and "protest zero response" recognition mechanism, used the protest payment rate to measure the effective of questionnaire results.This paper respectively using the random utility model and Spike model to calculate the data of the questionnaire survey, and the results were contrast analyzed. In this paper, firstly, analyzed each influence factor variables correlation, and used factor analysis to extract the main factor variables, and substituted into the Logit model to process regression analysis. The results showed, age, cultural level, personal annual income, understanding degree of wetlands, the environmental protection concern degree, influence of wetland ecological resource development for life, the love degree of travel, Sanjiang plain wetland preference degree and other factors had the significant effect on the resource of non-use value. Finally, applied the random utility model to get the Sanjiang plain wetland ecological resources of non-use value is 58.34 hundred million yuan/year; Spike model was based on the traditional random utility model, considered the zero response questionnaire had the influence on respondents’ willingness to pay, and got the non-use value of Sanjiang plain wetland ecological resources is 44.71 hundred million yuan/year.In order to test the validity of the CVM estimation results, the paper selected the content validity and theoretical validity two indicators for data analysis, the results showed that the contingent valuation method result has high validity. The paper used the time test method to estimate reliability of the results, in 2014, late July to early august, used the same questionnaire, different samples for the same group to proceed the repeated investigation, the result had a good reproducibility.The paper proceeded the Sanjiang plain wetland ecological resources of non-use values for the first time the monetized evaluation at the same time, will be zero response samples bring into the analysis evaluation model, promote the process of the application of Spike model, are CVM method data statistics analysis method theoretical’ expand and improve. The results can be used as the theory basis of the Sanjiang plain wetland ecological project development and protection of resources, to provide technical support for the government to make relevant policy, to ensure long-term sustainable development of wetland ecological resources.
