| Nowadays, the research of ecosystem service value has attracted people’s attention. The evaluation process and results are expressed in the form of currency, which is the basis of the evaluation of ecosystem service value. Ecosystem services have a lot of classification, and a variety of functions of mutual contact and interaction, to maintain harmony between man and nature of the great environment.In this paper, the Sanjiang Plain Wetlands in our country as the research object, combined with the ecological theory, economic methods and statistical analysis technology, the dominant function of its ecosystem services to carry out a scientific and rational evaluation. By the method of searching data and on-the-spot investigation, the Sanjiang Plain wetland ecosystem service value is divided into direct use value, indirect use value and non use value, the value of the function mainly includes water value, material production value, conservation value of water, fixing carbon and releasing oxygen cost value, climate regulation value, recreational value, habitat function value, education and scientific research value and non use value. Evaluation methods mainly include market value method, substitution method, ecological value method, shadow engineering method, the carbon tax and the afforestation cost method, contingent valuation method method of economics, wetlands in the Sanjiang Plain in 2013 the ecosystem service function total value of RMB 1645.19 billion yuan, accounting for 11% of the value of GDP in Heilongjiang Province. Among them, the direct use value is 676.17 billion yuan, including water supply value 38.91 billion yuan, agriculture, forestry and fisheries resources value 637.25 billion yuan; indirect use value is 958.27 billion yuan, including 49.75 million yuan, the value of water conservation, fixing carbon and releasing oxygen value 746.61 billion yuan and climate regulation value 14.86 billion yuan, leisure and tourism value of 4.29 billion yuan, biological habitat function value of 0.33 billion yuan, education and scientific research function value of 870 million yuan; non use value of 1.075 billion. Visible in the research area of ecosystem service value should not be underestimated, especially material production function, function of water conservation, fixing carbon and releasing oxygen and climate regulating function value accounted for the largest proportion.On the basis of summarizing the existing research, this research has made the appropriate choice of the various functional evaluation methods in the evaluation of the use value of ecosystem services. For example in fixing carbon and releasing oxygen value estimation, the bog plants and crops of solid carbon value points on the ground and underground, to avoid the omission of the underground part of the value; in estimating the value of adjusting the climate, the research and application of Chinese ecosystem service function equivalence factor table. In evaluation of ecosystem service function of non use value, value assessment on the application conditions of this study pay intention model, scientific and rational design of the questionnaire, data research, data statistics and analysis, draw the Sanjiang Plain Wetlands average willingness to pay is 126 yuan, gross payment willingness is 1.075 billion. At the same time, through the model regression analysis, non use value payment will influence factors of gender and age had less influence on the willingness to pay, education level, income and the nature of the work of the payment will affect larger wetlands in the Sanjiang Plain.At the end of this paper, according to the evaluation result of Sanjiang Plain Wetland and its ecosystem service value, the protection of wetland ecosystem in the Sanjiang Plain and rational utilization, some suggestions were put forward, for example to encourage appropriate development in Sanjiang Plain wetland tourism value, call for individual and government should work together to protect wetlands and the ecological environment. |
