Ecological Environment Quality Assessment Of Two Great Plains In Heilongjiang Province

With the rapidly development of socio-economic system, the problems of environmental damage are more and more serious. Environmental quality of the region seriously affect the health and quality of life of residents. In recent years, the problems of urban ecology are more and more prominent. urban ecosystems have been a great deal of damage. In order to improve the lives of residents and ensure economic and social development, we must begin to protect the environment,improve urban environmental quality. 2013,the State Council approved "two plain modern agriculture comprehensive reform plan" modern agriculture construction will commence in two plains. Two plain as the main production areas of food, is an important commodity grain base of China, in order to further understand the status of the two plain, the paper selected 62 cities and counties of two plain start to evaluation the ecological environment quality, aimed at understanding the two plain environment status and to provide guidance agricultural modernization construction.This paper follows the principle of the science, objectivity, integrity, operability, establishing the evaluation of environment quality system of two plain, from the three aspects of social environment, natural resources and economic development status choose16 evaluation index,establish evaluation system of environment in two plain process analytic hierarchy and fuzzy comprehensive evaluation method to calculate ecological quality status of the various counties in Heilongjiang province of two plain, the paper content and conclusions are as follows:(1)Evaluation of eco-environmental quality index system in two plain includes: the target layer---the ecological environment quality evaluation of two plain in Heilongjiang province;criteria layer--- the natural environment, social environment and economic development; element layer comprising includes 16 indexs---the cover offorest,per capita arable land,atmospheric environmental capacity, per capita use of land resources, water use per capita, population density, the amount of pure fertilizer, crop acreage, highways, per capita food production per capita rural per capita net income, total retail sales of social consumer goods,rate of GDP growth in nearly five years, the proportion of tertiary industry, agriculture, forestry, animal and fishery output per capita.(2)The result of eco-environment quality of two plain in Heilongjiang province show that the eco-environment quality overall in the middle level. 13% of the cities and counties in the ecological environment quality is good, 35.5% of the cities and counties in the ecological environment quality in general, 35.5% of the county ecological environmental quality slightly lower,16 percent of the county for the poor quality of the ecological environment. Eco-environmental quality of the best is Heihe City, Lindian county is the worst ecological environment. Natural basicconditions in the study area 62 counties at the same level, but good ecological environment quality distributed more counties in the Sanjiang Plain, the main reason is due to some counties in the Songnen Plain poor level of the natural environment, soil erosion and soil erosion, but the coal mining industry is well developed in the Sanjiang Plain, although improving the Sanjiang Plain economic growth, the development of the mining industry in the Sanjiang Plain ecological environment pollution in some areas, resulting in a decline in the Sanjiang Plain ecological environment quality reasons. Oil extraction on the environment is also a very bad effect, which is of poor quality Daqing ecological environment reasons. Summing up, the quality of the natural environment affected the overall quality of the ecological environment, but the role of the social economy can not be ignored. Ecological environment quality is the result of the combined effects of the need to develop the economy while protecting the environment.( 3) Put forward the sustainable development of ecological construction of two measures,respectively, from the urban ecological construction, construction of ecological agriculture and eco-industrial building three aspects relevant for ecological sustainable development countermeasure development and construction of two plains:1) In order to improve the quality of the ecological environment of the study area,strengthening ecological construction of each county’s proposal to take the following measures: to prevent indiscriminate discharge of pollutants and improve the level of green county, strengthen traffic control, improve county infrastructure, promote the use of clean energy control coal, oil extraction, vigorously develop the circular economy and promote industrial upgrading;2) To improve the environmental quality of agro-ecological two plain recommended promotion of biogas technology model and guide "pig- biogas- fruit" ecological model of energy,saving energy can also reduce the use of coal, reduce pollution of the atmosphere caused; from Traditional farming cash crops steering modernization. Production shift from a focus on brand benefits. Implementation of brand strategy, and strive to become the primary production of the final product, from less brand, no brand transition to multi-brand;3) For the adjustment of the industrial structure of the two plain development, it is recommended to strengthen the coal, oil and other non-renewable resources, mining regulation, to take measures to increase the mining process of environmental protection; continuously promote ecological restructuring of the industrial structure, and gradually establish a market allocation basis, reasonable structure, stable efficiency, high degree of harmony with the environment,eco-industrial system.
