| Nitrogen oxide is one of the major sources of pollution caused by atmosp heric pollution, The accumulation of nitrogen oxides in the atmosphere easy t o form acid rain and photochemical smog, and destruct the ozone layer, cause the greenhouse effect, pose a serious threat to the natural environment and hu man health. The power plant is one of the main source in nitrogen oxides emi ssions, the effective emissions control for the protection of environment plays a crucial role. Especially in July 1,2014 called "history’s most severe" "the mos t strict" environmental protection department of the "thermal power plant air pol lutant emission standards" promulgated, the thermal power plants must be reforme d to meet the emission standard.In order to meet the new emission standard of air pollutants, ninghai power plant wil transform the denitration project for all units step by step. This paper based on denitrification transformation project express its main content from the following several aspects. Firstly, it introduces the basic situation of ninghai power plant, include the coal use and pollutant emission of every year. Analyses the implementation of the inevitability of denitrification transformation, chooses the suitable denitrification transformation plan after the principle and process technology compared. Secondly, through the research of the principles, methods and quality control measures of quality management, analyzes how to apply these methods to achieve the quality control goal of the project;in the cost management, through the research of the estimation, budget and cost control, analyzes the actual investment and specific benefits; in the risk management, through the research of the purpose, process and identification in the risk implementation, analyzes how to identify the risk source efficiently.
