Recently, with the rapid development of economy and the continuous improvement of people’s living standard in China, environmental problems have become people’s most concerned issue. The large-scale petrochemical projects launched in China quickly further intensify the environmental risks, especially those significant accident potentials in enterprises Some environmental pollution incidents directly endanger people’s environmental rights and affect the social harmony and stability. Since 2010, a series of environmental accidents occurred in Dagushan Chemical Industry Park, including the "7.16" explosion, the acetic acid leak accident in YiSheng Chemical, the abnormal hydrogen sulfide discharge in Carbon Chemical and the dam collapse at FuJia Chemical. The public pay much attention to the environment risk in Dagushan area. Therefore, investigating and analyzing the environmental risk and emergency countermeasures in Dagushan Chemical Park area is a very meaningful research.In this article, adopting actual investigation and literature survey methods, mathematical simulation and model prediction analysis methods, in combination with intended problem-solving methods, the development status of domestic and foreign chemical industry park was compared, the chemical pollution accidents in recent years were analyzed in all aspects, firstly. Then, the environmental risks of chemical industry park at Dagushan were analyzed from the following aspects. First, a thorough investigation of more than 40 enterprises and their distribution in the park was carried out, focusing on the main products, environmental risks, emergency responses, rescue resources, the sensitives to pollutant emissions around this area were investigated and analyzed. Then, identifying the environmental risk materials and sources in the park, for key risks prevention and control, key risk material sources including liquefied natural gas, liquefied petroleum gas, hydrogen sulfide, liquid chlorine, benzene and so on, are identified and confirmed. Second, the risk materials and characteristics was integrated in simulating and analyzing the environmental pollution accidents that may occur, and in predicting the pollution area if the environmental risky material or the environmental risky sources have leakage, fire, explosion or other accidents; Third, in combining simulation results, the possible hazard degree and the surrounding environmental sensitive targets after the accidents were considered and the environment risk level of the chemical enterprise in the chemical park was classified according to the risk level analysis method. Then, LNG tank is confirmed as source of highest level environmental risk, the oil tank, the storage tank of acrylonitrile and the storage steel cylinder of liquid chlorine are confirmed as source of higher level environmental risk, the sulfur recovery unit, benzene pipeline are confirmed as sources of the medium level environmental risk, and storage tanks of methanol, the storage tank of xylene are risk source of acceptable level.At last, referring to the advance in management experience of chemical industry park, on the basis of investigation and analysis, the detailed countermeasures in Dagushan Chemical Park was put forward:implementing the integration of management and control mode system, establishing emergency monitoring and early warning system, constructing three level prevention system and the environmental security control system.Aiming at strengthening Dagushan Chemical Park’s environmental emergency management ability, the investigation and study carried out in this article, improve the environmental risk prevention measures and responses, to ensure a sustainable development and the environmental safety in this chemical industrial park area.
