Production of municipal solid waste(MSW) growth rapidly and the components of MS W more and more complex with city urbanization, population expansion and the improve of consumption levels. MSW is an important component of municipal material flow and energy circulation. As the junction of MSW source management, final disposal and resource management, MSW collection and transportation system is the key to ensure the city material and energy flow. On the one hand, the expansion of the city leading to waste source increasingly scattered, the operation range of MSW collection and transportation system growing rapidly, the importance and complexity also increased. On the other hand, diversified disposal structure such as incineration, composting, recycling put forward new requirements for MSW collection and transportation. In general, as the environmental, economic and social effect of MSW collection and transportation more and more obvious, MSW collection and transportation management become the focus of investigation.This paper presents the concept of MSW collection and transportation intelligent management, expounds the focus and ideas during the intelligence management study. First, investigate on the MSW collection and transportation mode, summarize the developing trend of MSW collection and transportation mode, then presents the kitchen waste separation mode and illustrated the advantage of this mode through simulation calculation. Second, study on MSW collection and transportation informatization, design the MSW collection and transportation monitoring and management system to realization the digitization and informatization. Third, investigate on the MSW collection and transportation intelligentize, design intelligent management system of MSW collection and transportation combined with the decision model and artificial intelligence concept. At last, using Dalian City as an example to do optimal design. This investigation achieve the monitoring and efficient management for MSW collection and transportation, promote the automation process of MSW management, and provide theoretical support and technical guidance for the construction of MSW collection and transportation system. Main research of this paper as follow:(1) Research on the MSW collection and transportation mode, analysis the classification, confined compression and diversified trend of MSW collection and transportation system. Put forward kitchen waste separation mode according to the MSW composition in China, and illustrated the advantage of this mode through simulation calculation. (2) Design MSW collection and transportation monitoring and management system and achieve informatization management. This system is design by using radiofrequency technology(RFID), global positioning system(GPS), wireless information transfer (GSM/GPRS), geographic information system(GIS). The system connected collection point, transport vehicles, transfer station and deposal plant as a whole, real time management enabled the complex system become orderly and easy to manage. The dynamic data collection and key nodes monitoring can solve the problem of information lack and supervision difficulty, improve the manage level and efficiency of MSW collection and transportation.(3) Based on the monitoring and management system, design intelligent decision model and intelligent management system combine with artificial intelligence and maths model. First, design the decision model base, including quantitative model of MSW facilities, MSW collection route optimization model, MSW transport logistics optimization model and multi-objective optimization model. Then, completed the design through database, model library and technology integration. The intelligent management system can achieve the monitoring facilities, data collection, data processing, result feedback and guide construction for MSW collection and transportation process.(4) According to the study of monitoring system and intelligent platform, design Dalian city sanitation monitoring and management system and guide the construction process. At the same time, doing optimization through intelligent management mode, through quantitative model of MSW facilities, draw a conclusion that the city should be two transport station, increase 81 collection vehicle and 25 transporter vehicle. The collection route optimization in Donggang area can reduce the total distance by 30%. The transport logistics optimization in Dalian City consider two cases, one only consider transportation cost, another consider transport and disposal cost, both of them come to the optimal scheduling scheme.
