In recent years, with the flourishing development of maritime transportation industry, ship oil spill accidents occured frequently. Oil spills happens unexpectedly and unpredictable, and it will bring great damage to the socio-economy and ecological environment. Emergency personnel should implement a disposal scheme to control the pollution immediately after the oil spilled into the sea. On the emergency disposal site, decision makers often face a variety of disposal schemes at the same time. At this point, in order to reduce loss to the maximum extent, how to choose a relatively effective scheme from these alternatives is extremely important. However, researches on the method of selecting oil spill disposal schemes are rarely reported at present. In the real world situation, field experts usually make decisions by refering only several key criteria. A variety of factors related to this process can not be considered stematically and balancedly. Therefore, it is of big practical significance to do the reserch on selecting marine ship oil spill emergency scheme.The selecting emergency disposal schemes for marine ship oil spill accidents is a fuzzy multiple attribute decision making problem. Based on domestic and foreign researeh, a hybrid methodology was introduced to solve this problem in this paper. The analytic tool was built based on Fuzzy Analytic Hierarchy Process(FAHP) and Fuzzy Technique for Order Preference by Similarity to Ideal Solution(FTOPSIS). First, after analysing all the factors ralated to the selecting process, an index system was constructed. The index system consisted of six main criteria including the economy, technique, environment, oil spill conditions, operation conditions and oil spill location. FAHP was used to create favorable weights. Then, FTOPSIS was used to find the optimal disposal scheme among the alternative schemes. In the end, a simulated oil spill accident was conducted as a case study to validate the FAHP-FTOPSIS method. Three alternative schemes were sequenced and the optimal scheme was screened out, which proved the effectiveness of the method.
