A Study On The Possibility Of Sino - Korea Clean Development Mechanism (CDM) Cooperation Under The Framework Convention On Climate Change

In response to the global climate change, reduce Greenhouse Gas (GHG, Greenhouse Gas)emissions, the international community not only conducted a wide range of academic research in the field of science, but also vigorously promoted climate cooperation through diplomatic and political means. The Kyoto protocol is the most important achievement which gives rise to a new market, the International carbon trading market.Among the mechanisms defined by "kyoto protocol",CDM (Clean development mechanism) is the only one that involves the carbon trading systems of both developed countries and developing countries. And it accounts a larger proportion in the international carbon trading market.This dissertation briefly introduces the development situation and trend in the global market and delves into the current situation of China and South Korea separately.Currently in Asia, Japan is the only country in emission reduction obligations, South Korea and China don’t belong to the Greenhouse gas emission obligations countries according to Kyoto protocol, on the contrary, they are the investment objects of CDM project.But in2013,South Korea will be included to the countries in emission reduction obligations and she will be in need of the carbon emission right in the long run, then a long-term strategy will be needed.China ranks first on the list of global greenhouse gas emission. She is one of the developing countries which contain great CDM project potential.Diverse business opportunities enable China to obtain capital and technology from developed countries. These valuable opportunities help to improve such as wind and solar energy equipment, renewable resources related clean technology and reduce greenhouse gas emissions meanwhile to make contribution to environment proetection.The possible cooperation space and problems of the cooperation between China and South Korea are the key issues of this paper. So far, China has entered into the cooperation with Europe, Japan and Canada seperately on CDM project.Through detail analysis of these CDM projects between China and these countries and regions,this dissertation explores the possible cooperation space and the existing problems that will be encountered by China and South Korea.With repect to the possible cooperation space between China and South Korea,this paper provides ideas mainly from three perspectives:1) to increase forest carbon-sink2) To cooperate in the renewable energy field3) To cooperate in chemical fieldsRegarding the problems that may exist,this paper gives detail analysis from the positon of China and South Korea seperately,including pressure from Japan encountered by South Korea, current situation and existing problems in China,etc.China and South Korea already have certain cooperation basis on the issue of CDM projects,which is due to positive effect of their strategic reciprocal relationship.lt is not only feasible but also necessary to strenthen the cooperation between China and South Korea in the CDM field.Although the cooperation between both sides has some difficulties, not only a win-win situation can be achieved,but also the prosperity and stability of the East Asia region and even of the whole world can be realized,as long as China and South Korea determine to apply their respective comparative advantages.
