In recent years, the environmental pollutions caused by consumption activities have become more and more serious with the rapid economic development. The environmental problems in consumer field arouse widely discussions in the1990s, during which many countries and areas continually implemented relative environmental policies.Since the implementation of environmental policies in consumer field is still quite new in China, the relevant studies and practices are definitely deficient now. The existing researches are mainly monographic studies concentrating on several policies. They have limited relationships with each other and can’t contribute to the implementation or optimization of other regulations. Consequently, this study will pay a lot of attention to the consumer field. We will research the environmental policies in consumer field as a whole, and find out the significant factors influencing the effectiveness of those policies, so to provide a reference for the implementation of environmental policies in other consumer fields.In this paper, we firstly coordinated the environmental policies in consumer field both in and outside of China, then compared their considerations during the formulating and implementing of those effective, partly effective or non-effective environmental policies, in order to find out the same factors that have an effect on the effective policies. Secondly, we compared the similar policies implemented in different nations or areas, and discovered the more essential factors which have the key influence on the same policy implemented in different districts or different policies implemented in one district. Finally, we studied the features of China’s policies on the basis of the contrast among different environmental policies.At the same time, in order to further test and verify the effectiveness and their influential factors, we also conducted a case empirical study, using the dada collected from the garbage bags before and after the implementation of Ban on Free Plastic Bags in Shanghai City.
