In order to safeguard the national, social and public interests, the environmental public interest litigation emerges as the times require, and has been adopted by many countries in the world. Then through the research on the plaintiff qualification in environmental public interest litigation, to do the cis-position selection in the eligible plaintiffs legislated in the new "Civil Procedure Law", get the best suitable accuser of environmental public interest litigation and hope that helps to establish the environmental public interest litigation system in china.
