Study On Coal Mine Resources Exploitation In Shilin County Of Yunnan Province

Management problems of the coal resources especially the regulatory problemsappeared in the process of mining coal, which have long been plagued by thegovernments at all levels and the relevant functional regulator. Shilin County coalmine, a total of58759500tons, is one of the main coal, coal is one of key counties ofYunnan province Kunming county development production, coal resources miningsupervision of Shilin County representative, to study and solve the problems ofsupervision in Shilin County coal resource exploitation, not only has the vitalsignificance to construction of harmonious forest, but also has the importantsignificance of coal resources mining regulation of other county.In recent years, domestic and foreign scholars mainly focused on coal miningright management, coal mine safety, prevention of illegal coal mining and preventionof coal mine accidents, this paper will study from the coal resources mining regulation,in Shilin County as a point, by means of literature analysis, comparative analysis andfield survey method, using the mining right theory, theory of industrial policy,sustainable development theory and public management theory to conduct acomprehensive analysis, and to achieve a breakthrough in the basic research ofscholars. In the structure of this article, this paper is divided into seven parts, the firstpart is an introduction; the second part describes the theoretical foundation of supervision ofmineral resources exploitation, it mainly talks about the mineral resources, mining supervisiontheory, the complexity of coal resource exploitation, the main body, the content andmethod of mining regulation; the third part introduces the distribution and exploitationstatus monitoring Shilin County coal resources; the fourth part is the existing miningregulation in Shilin County coal resources problems and cause analysis, Mainly on therational utilization of coal resources in the mine geological environment problems, and in-depthanalysis of coal mining safety problems; the fifth part for domestic and foreign coalresource mining supervision experience; the sixth part is the countermeasures and suggestions of perfecting the supervision of coal mine mining County Shilin,Reasonable use of coal resources, protecting the mine geological environment,safeguard coal mining safety and take the road of sustainable developmentcountermeasures; the seventh part is a conclusion.The study found：the problem, the protection of geological environment problems and thecoal mining safety supervision of coal resources exploitation of coal resources exposed, becausethe local government excessive dependence on consumption of coal resources foreconomic development, utilization of coal resources has not really set up the conceptof sustainable development, because this must change the mode of economicdevelopment, the development of new energy to replace coal resources, limited andadjust the coal mining industry, strengthen the comprehensive utilization of coalgangue, coal and so on, take the road of sustainable development, protection of thelimited coal resources, the benefit of future generations.
