Along with the increasing of the economic transformation speed in our country, alarge number of high-tech projects have sprung up in China. To use the social resourcesmore effectively, Group decision support method of the high-tech project selection will beapplied into all aspects of our community. To deal with the group decision problem inhigh-tech project selection, the common methods are qualitative evaluation method andquantitative evaluation method. Qualitative evaluation method generally refers to inviteexperts to score, and then get the qualitative index information to have a decision-making.The other wise, the quantitative evaluation method refers to get quantitative data ofevaluation objects to make a decision. Aiming at the particularity of high-tech projectselection, this paper uses a group decision-making method which will integrate thequalitative information and the quantitative information to have a decision-making. In thispaper, the qualitative and quantitative information will be normalized. And then, theweights of every expert will be calculated according the evaluation matrix. At last, theexpert evaluation results will be concentrated according to the expert weights and the finalvalue of every program will be got. The full text content is organized as follows:First of all, this paper introduces the background of high-tech project selectionproblem and the domestic and foreign research status of multiple attribute group decisionmaking problems, then put forward the meaning and purpose of high-tech project selection.Secondly, this paper introduces the index design principle and general method ofhigh-tech project selection. Then the common evaluation methods based on the quantitative information and qualitative information are introduced emphatically. Thispaper points out the shortage of these two kinds of methods, and then presents thenecessity of qualitative and quantitative information integration and advantage.The third, According to high-tech project selection problem, this paper put forwardthe corresponding theoretical basis, including fuzzy sets, the language set, OWA and so no.On the basis of these theories, this paper introduces the algorithm flow of high-tech projectselection. Using fuzzy algorithm for qualitative and quantitative informationstandardization method is introduced which is to make them comparable and this paperintroduced the optimization model for solving expert weight problem.At last, this paper introduces the process of high-tech project selection systemdesigning and implementation. Using JSP language, B/S structure of high-tech projectevaluation system is established. Application system development has brought evaluationwork fast and efficient, and the process of high-tech project selection provides a visualresult.
