With the trends on globalization and regional economic integration continuing to strengthen, the intensity of China’s opening is continuing to deepen, and the economic, political impact on the world is increasing. Meanwhile, the worldwide shortage of energy resources and " fresh bottle "of energy resources in China has been seriously constrained and threatened the sustainable development of China’s economy. Therefore, the implementation strategy of opening-round, especially increase the strategy of opening to the West in particular, is undoubtedly a way to solve these problems, but the first is the opening to Central Asia.When the "Silk Road economic zone " was proposed, Xinjiang and Central Asia has once again become the focus of world attention. Xinjiang adjoining Central Asia in the geopolitical, is not only China’s energy-rich region but a major land thoroughfare inputs of energy from Central Asia, and at the same time it is the main executor and beneficiaries in regional economic cooperation between China and the Central Asia, the most important strategy in the development of western China. Central Asian countries have become China’s opening to the West and the direct object of good-neighborliness and economic cooperation, and from the geopolitical sense, Xinjiang and Kazakhstan belong to Central Asia, the two have similar ethnic, culture, customs and religion. They have a common geopolitical and economic complementary advantages, which are helpful to deepen economic and trade cooperation with each other; Conversely, to strengthen economic cooperation between Xinjiang and Kazakhstan are also more conducive to enhance mutual political trust and good-neighborly relations between China and Kazakhstan, help prevent the threats of "three forces "from the frontier, and is also helpful to the long-term stability of Xinjiang.
