The Mechanism Of Multistep Electricity Pricing Based On The Theory Of Personal Carbon Trading

In order to cope with the global climate change and energy security, international community has reach consensus on that low-carbon economy should be adopted. The development of low-carbon economy means not only reducing the carbon emission of traditional production enterprises, but also strengthening the guidance and regulation of consumer behavior, so that can promote the conversion to low-carbon lifestyle. However, the current reduction policy is mainly aimed at producers to solve the problem of "How to Emit", lack of solution of "Who to Emit" at consumers, which lead to consumers, have fewer motivations to reduce carbon emission. Therefore, for the sake of reduction target, researchers were dedicated in the new policy areas and put forward a mechanism of emission reduction at its source, called Personal Carbon Trading (PCT), which means taking the consumption of environment cost into economic accounting system.In recent years, in order to restrict household energy consumption and their carbon emission, multistep electricity price is being in the breach of national electric power reform, which is similar to the mechanism of PCT. As a new power pricing method, multistep electricity price takes environment cost into account, which causes higher power consumption group bear higher price. But this pricing method goes against with the economies of scale that average cost will decrease when the demand increased. Therefore, we start this article from the theory of PCT, make a assumption that utility maximization for consumers in traditional microeconomics theory, then build a demand function and supply function of emission buyers and sellers, based on this, we construct a carbon pricing model and find the different choices between consumers when emission rights market in clearing condition. At last, we build a multistep electricity pricing model to analysis the multistep electricity pricing mechanism and the relationship of the actual price of electricity power consumption and electricity income. In order to verify these theoretical models, we use the states in Anhui Statistical Yearbook2012to discuss the gap of different power consumption groups of the mechanism of PCT, hope the conclusion could provide explanation for the mechanism of multistep electricity price.
