With the fast development of the Chinese economy, air transportation, which was at one time too expensive to afford, has evolved into a common way of travelling. At the same time, the proportion of air transportation among the comprehensive transportation system has been rising steadily, and the important role of air transportation has been more and more evident.At the beginning of the12th Five-Year Plan period, Inner Mongolia Autonomous Region kept a fast and steady pace of economic development, with its economic growth rate ranked at the leading place among provinces in China. Remarkably, the emerging air transportation industry of Inner Mongolia had made a big contribution to local GDP growth. As the infrastructure and indemnificatory unit of Inner Mongolia civil Airports development, the fast growing of Inner Mongolia Civil Airports Group Company would continuously improve the comprehensive transportation system, increase local government revenue, stimulate the development of airport economy, attract investment and promote the employment in Inner Mongolia. Furthermore, it also has contribution to the upgrading of industrial structure, and become an accelerator of the regional economic growth of Inner Mongolia.In2010, Inner Mongolia Civil Airports Group Company made a strategic plan of transporting31million passengers in2015, and among the31million, Hohhot Baita International Airport should take a proportion of10million. However, both Inner Mongolia Civil Airports Group Company and Hohhot Baita International Airport are facing big challenge in the near future: lacking support from base airline companies, the accessibility of feeder airports cannot meet the demand of passengers, the significant rush season and the off-season making waste of airport resources, lacking cooperation between homogeneous airports, difficulty in management control, etc. How to get the goal is the key question that must be considered and faced. As a result, we should carry out couple of measures to solve the problems and eliminate the obstacles in order to achieve the goal.After in-depth investigation, Western Airport Group Company and Heilongjiang Airport Group Company has been facing similar inner and outer environment for development. By analyzing the management methods and successful experiences of the above airport, while considering the environment and individual characteristics of Hohhot Airport itself, we think the Inner Mongolia Civil Airports Group Company has several strengths like prosperous local economic development, fine flight route network, and some other necessary conditions that would support the strategic goal. So this article focused on Hohhot airport’s strategy of becoming the regional hub airport, and in depth, its strategic nature as well as the implement approach.
