China has a large population. With the ecomonic development and improvement of living standards, people’s demand for acquatic products has increased year by year. China’s vast waters and rich fishery resources provide powerful resource reserves for the development of our future fishery. However, during the development of market economy, the fishing industry is facing many problems.To increase revenues and maximize economic benefits, fishermen violate the laws of nature and over-exploit fishery resources.Enterprises discharge the pollutants into waters,thus leading to the severe water polution and recession of fishery resources. To develop local economy, local governments invite investment projects that occupy marine resources, undergo land reclamation project constructions that crowd out beach waters, threatening the quality safety of acquatic produts and the diversity of acquatic creatures. Fishermen compete for fishery resources and cause offshore fishing disputes frequently. Based on the analysis of the development of the fishermen cooperative organization,, this paper took Fengjia Town Fishermen cooperative organization, for example, learned from foreign experience in the development of social intermediary organizations in fishery, proposed the general idea of the development of Chinese fishermen cooperative organization, s, development priorities and specific measures. This paper was aimed to make people aware of the status, role and mechanism of the fishery industry associations and to help people recognize that the establishment of the fishery industry association is an ideal method to solve the fishery management problems.
