As the basic industry the pillar industry of the national economy industry, the chemical industry’s development degree is an important symbol of a country’s industrial development.The SMEs occupy a lion’s share, over95%, of China’s chemical industry and contribute more than50%economic outputs. At the present stage, however, most of the Chinese small and medium-sized chemical enterprises are still following the outdated development model relying on high energy consumption and extensive operation and keep causing serious pollution. Meanwhile, most of these chemical enterprises are faced with a series of problems, including low levels of technology and management, which have been seriously affecting their sustainable development.After reviewing the existing research, it is not difficult to find the defects in existing sustainable development evaluation system, such as excessive subjectivity in indicator selection and lack of dynamics in evaluation models. Therefore, on the basis of clear definition of small and medium-sized chemical enterprises, this thesis firstly pointed out the problems these enterprises were faced with, including low sense of presence, shortage of funds, financing difficulties, low R&D capacity, serious pollution, poor safety awareness, and low technical level. Secondly, this thesis carefully selected financial indicators for sustainable development capacity based on Extensive Theory, and determined non-financial indicators through field research.Thirdly, this thesis built up an evaluation model for sustainable development capacity based on Dissipation Structure Theory, and used Brusselator Model to conduct a case study on33listed small and medium-sized chemical enterprises. This thesis finally got the conclusion below:1) The majority of the Chinese small and medium-sized chemical enterprises cannot achieve sustainable development at the present stage.2)The major restrictive factors include poor corporate profitability, low motivation of capital operation, low HSE management level, and inadequate R&D capacity.3)Seven suggestions were made for the Chinese small and medium-sized chemical enterprises including:promoting profitability; speeding up business growth; making the most of capital markets actively and steadily; enhancing R&D capability; attaching enough importance to human resources; increasing investment in environmental protection; and enhancing corporate reputations.
