Shanghai Free Trade Zone, namely China (Shanghai) free trade test area, is China’s new round of reform experimental zone, and its intention to set up a free trade zone in creating a favorable tax environment, including the specification taxes and tax functions and enhancements, the use of taxes and tax rates and broaden the range and so on. This paper analyzes that China’s economy in order to further develop China’s system is the right to get a smooth upgrade by means of establishing Shanghai Free Trade Zone, better play the role of taxes and tax rates popularity, is essential. According to the notice,"China (Shanghai) overall program test free trade zone" in the test area to explore their matching taxes and tax model is necessary, and it is a must.Firstly, both from home and abroad to give meaning taxes and tax background and research studies, theories of European taxes and tax rates, the Americas and Asia as a basis for the study, from the perspective of a market economy and market products supply point of view of taxes process and the role of tax. By means of the establishment of Shanghai and its preferential trade area in terms of taxes and tax rates, the overall analysis of taxes and tax rates Shanghai FTA preferential nature, objectives and effects. Elaborate specific tax policy analysis from tariff trade area, corporate income tax and personal income tax of these three areas.
