PV industry is not only the most promising renewable energy sources, but also the focus in the development of new energy industries in the future. With the highlight of the energy depletion and environmental issues, photovoltaic industry has attracted the vast attention of the world. Since2011, the United States and Europe have imposed high anti-dumping duties and countervailing duties against Chinese PV industry, the "export-oriented" in Chinese PV market suffered a serious setback which also indicates that China’s photovoltaic industry is facing great integration of critical timing. In this context, the study of the competitiveness of the PV industry is becoming increasingly urgent.As an emerging industry, the photovoltaic industry is with high policy, high-tech characteristic and long period of return on the investment. In the early times of its development, the PV industry policy factor plays an enormous important role. The paper argues that in the analysis of the competitiveness the PV industry policy has exceeded the role of "secondary factor" that Michael Porter Located. Combined with the special practical and specific conditions of our new energy, this paper argues that we should amend Michael Porter’s "diamond model". Confer a greater role for government policy factor, this article will expand the analysis focus on government policy factors rather than just an auxiliary factor, and it is also a feature of this paper.Combined with the theory of industrial competitiveness and the correction "diamond model" of the main frame, the paper analyzes the influence of our government’s policy. On the basis for the international market share of China’s photovoltaic industry (IMS), revealed competitiveness Index (RCI) and trade specialization index (TSI) and so on, the paper analyzes the factors influencing the competitiveness of China’s photovoltaic industry, and makes a comprehensive evaluation of the competitiveness of China’s photovoltaic industry, hoping to provide a useful reference to our country’s PV industry.
