| The problem of toll administration in the wholesale market for agriculture products has been the important factor in hindering the formal circulation of agriculture products and forcing up price of farm products. Starting from the current charges of the wholesale market for agriculture products, taking the theory of market failure, resource agglomeration theory as angel of view, taking Fengxian district, Shanghai municipality as case, using the literature reading method, comparative method and interviews as method, this paper analyses current situation of the toll administration in the farm produce wholesale market, and probes into the issue of the toll administration of the wholesale market for agriculture products. In China, the research shows that factors that, lack of government support, supporting management and conscientiousness of social responsibility, cause many deficiencies in toll administration of the wholesale market for agriculture products, and hinder the improvement of a harmonious system of the toll administration of the wholesale market for agriculture products and the healthy development of the market system.Based on the experience of management model of the United States, Canada, France, Germany, the Netherland, Japan, South Korea, Taiwan and other developed countries(areas), this paper starts from the construction practice, combines theory with practice, and proposes the innovation path in view of the problem and practice of the course of the toll administration, which proposes to improve the government overall planning and positive guidance, public location of the wholesale market for agriculture products and standardized management, social supervision and self-discipline to promote the coordinated development, explores the formation of system perfection, reasonable position and effective supervision toll administration model of the wholesale market for agriculture products, and effectively creates a legal, fair and stable market order. |
